6、mary. This regulation revises sev-eral regulations that cover the educationand training of foreign personnel, and im-plements DOD 5105.38M. It prescribespolicies, responsibilities, procedures, andadministration for the education and train-ing of international military students bythe Departments of t

7、he Army, the Navy,and the Air Force as authorized by theU.S. security assistance legislation. Thisregulation deals specifically with trainingunder the International Military Educationand Training Program, the Foreign Mili-tary Sales Program, and related programs;and contains instructions on the U.S.

8、 FieldProgram.Applicability. This regulation applies tot h e a c t i v e A r m y , t h e A r m y N a t i o n a lGuard/Army National Guard of the UnitedStates, and the U.S. Army Reserve, unlessotherwise stated. It also applies to the Re-serve Components of the Army, the Navy,the Air Force, the Marine

9、 Corps, the AirN a t i o n a l G u a r d , t h e C o a s t G u a r d , a n dDOD agencies.Proponent and exception authority.The proponent of this regulation is theAssistant Secretary of the Army for Ac-quisition, Logistics, and Technology. Theproponent has the authority to approve ex-ceptions or waiv

10、ers to this regulation thata r e c o n s i s t e n t w i t h c o n t r o l l i n g l a w a n dregulations. The proponent may delegatethis approval authority, in writing, to ad i v i s i o n c h i e f w i t h i n t h e p r o p o n e n tagency or its direct reporting unit or fieldoperating agency, in

11、the grade of colonelor the civilian equivalent. Activities mayrequest a waiver to this regulation by pro-v i d i n g j u s t i f i c a t i o n t h a t i n c l u d e s a f u l lanalysis of the expected benefits and musti n c l u d e f o r m a l r e v i e w b y t h e a c t i v i t y ssenior legal offi

All waiver requestswill be endorsed by the commander ors e n i o r l e a d e r o f t h e r e q u e s t i n g a c t i v i t yand forwarded through their higher head-quarters to the policy proponent.
