8、using theirs? Although everyone hates being stuck in traffic, no-one sees their cars as part of the growing problem. However, with traffic growth of up to 84 per cent expected by 2031 and the ever-increasing cost of accidents and delays already at 160bn in Europe, there is a growing need to change o
9、ur car culture and develop alternative forms of transport as quickly as possible.One answer is to make cars more expansive by increasing taxes on patrol. However, tax increases will affect the people who live in the country more than city drivers and do little to reduce inner city traffic. The Gover
10、nment is also looking at pay-as-you-drive schemes on motorways but this will push cars on to smaller free roads, which will make the problem worse.A successful transport policy is not just a question of making the car tee expensive but of offering car drivers a real alternative. Many motorists disli
11、ke driving to work but say public transport services are too slew, offer poor quality and are far too expansive. If new transport policies are to succeed, public transport needs to be quick, reliable and affordable.Transport planners are also developing ways of managing the existing road network mor
12、e efficiently. New technology such as smart cards and electronic monitoring of roads will lead to a more efficient use of transport systems. However, technology will not reduce the number of cars on the road or solve the real problem of how to persuade car drivers to leave their beloved cars at home

First of
16、 all he travelled to America to learn about car production. Then in 1938 he returned to Germany, founded Volkswagen Gmbh and started production with his new American machinery in Wolfsburg, Lower Saxony.Commercial production stopped during the war and the factory and its 9,000 workers fell into Brit
17、ish hands in 1945. After the war the British helped the local economy by ordering 20,000 cars but decided not to take over the company as they did not think it had a future. Instead, Heinrich Nordhoff took over as Managing Director and the Volkswagen success story began.Within five years annual prod
18、uction went from 20,000 to 230,000 cars and the company founded its first South American subsidiary, Volkswagen do Brazil S. A. In 1949 the first exports to the USA arrived in New York, where they were described as beetle-like and the VVV Beetle legend was born. Thirty-two years later the 20 million
19、th Beetle rolled off a Volkswagen de Mexico production line. In 1960 Volkswagen became a public limited company valued at DM 600m.The company continued its globalisation by setting up its own production facilities in Australia (1957), Nigeria (1973) and Japan (1990) while expanding into the USA (197
20、6) and Spain (1986) by buying car manufacturers. The company also set up a joint venture in China (1982). Political events at the end of 1989 gave VVV the opportunity to move into central Europe, where it soon began production in the former East Germany and expanded into the czech Republic.Today Vol
