20、, the publication will be reconfirmed, withdrawn, replaced by a revised edition, or amended. _ INTRODUCTION TO THE AMENDMENT The standards IEC 62471,and IEC/TR 62471-2, contain horizontal requirements available that need to be introduced into product standards, e.g. to IEC 61199. In IEC 61199 the co

21、lumn names in Table F.1 are a bit misleading. These names are: “Pre-heat current safety limit (A) (abnormal operation)” in column 2, “Discharge current safety limit (A) (normal operation)” in column 3 and “SoS safety limit (A) (normal operation)” in column 4. Although the additions in brackets of “a

22、bnormal operation” and “normal operation” indicate that the corresponding data are dedicated to magnetic ballasts (abnormal operation) and electronic ballasts (normal operation) this is nowhere really stated in IEC 61199. In fact the “Pre-heat current safety limit” in column 2 of Table F.1 in IEC 61

23、199 is only valid for magnetic operation with internal or external starters. With electronic control gears this limit might be and will be exceeded. It is no safety risk for electronic control gears because there is already a requirement for electronic control gears to avoid any overheating of the b

24、ase by the pre-heat current in case a lamp does not start (Annex H of IEC 61199). In case of magnetic operation with internal or external starters it might happen that the starter sticks at end of lamp life and the preheat current will be supplied continuously. To avoid a safety risk in this case, w

25、ith magnetic ballasts the “Pre-heat current safety limit” needs to be observed. 61199 Amend.1 IEC:2012 3 INTRODUCTION Add the following new paragraphs at the end of the introduction: The standards IEC 62471,and IEC/TR 62471-2, contain horizontal requirements available that need to be introduced into

26、 product standards, e.g. to IEC 61199. The horizontal requirements are transformed into requirements for single-capped fluorescent lamps. The lamps within the scope of this standard are general lighting service (GLS) lamps according to the definition 3.11 of IEC 62471;2006. “.lamps intended for ligh

27、ting spaces that are typically occupied or viewed by people.“ According to Clause 6 of IEC 62471:2006, radiation of GLS lamps is measured at a distance equivalent to 500 lx. Measured at the 500 lx distance, GLS lamps will not exceed risk group 1 for blue light hazard and risk group 0 for IR radiatio

28、n. This combination of risk group and hazard does not require marking (Table 1 of IEC/TR 62471-2:2009). Hazards from UV radiation of GLS lamps are sufficiently covered in 4.11 of IEC 61199,. Hence, IEC 62471 does not require any additional marking for GLS lamps. 1 Scope Add the following new paragra

29、phs after the second paragraph before the note: This part of the standard covers photobiological safety according to IEC 62471 and IEC/TR 62471-2. 35、mes de produits, par exemple la CEI 61199. Dans la CEI 61199, les dsignations de colonnes du Tableau F.1 sont quelque peu quivoques. Ces dsignations sont les suivantes: “Limite de scurit du courant de prchauffage (A) (fonctionnement anormal)” dans la colonne 2, “Limite de scurit du courant de dcharg

36、e (A) (fonctionnement normal)” dans la colonne 3 et “Limite de scurit de la somme des carrs (A) (fonctionnement normal)” dans la colonne 4 Bien que du ct des experts de lampes, les ajouts entre parenthses de “fonctionnement anormal” et “fonctionnement normal” indiquent que les donnes correspondantes

37、 sont ddies aux ballasts magntiques (fonctionnement anormal) et aux ballasts lectroniques (fonctionnement normal), cette indication ne figure rellement nulle part dans la norme CEI 61199. En fait, la “Limite de scurit du courant de prchauffage” de la colonne 2 du Tableau F.1 de la CEI 61199 est uniq

38、uement valable pour le fonctionnement magntique avec des starters internes ou externes. Avec les appareillages lectroniques, cette limite pourrait tre et sera franchie. Il ne sagit pas dun risque pour la scurit des appareillages lectroniques, parce quil y a dj une exigence pour les appareillages lec

39、troniques en vue dviter toute surchauffe de la base par le courant de prchauffage, dans le cas o une lampe ne dmarre pas (Annexe H de la CEI 61199). Dans le cas du fonctionnement magntique avec des 61199 Amend.1 CEI:2012 7 starters internes ou externes, il pourrait arriver que le starter colle en fi

40、n de vie de la lampe et que le courant de prchauffage soit fourni de manire continue. Pour viter un risque pour la scurit dans ce cas, avec des ballasts magntiques, il est ncessaire dobserver la “limite de scurit du courant de prchauffage.“ INTRODUCTION Ajouter les alinas suivants la fin de lintrodu

42、qui entrent dans le domaine dapplication de la prsente norme sont des lampes dutilisation courante (LUC), selon la dfinition 3.11 de la CEI 62471:2006, “.lampes destines lclairage despaces qui sont classiquement occups ou observs par les individus.“. Conformment lArticle 6 de la CEI 62471:2006, le r

43、ayonnement des LUC est mesur une distance produisant un clairement lumineux de 500 lx. Lorsquelles sont mesurs la distance produisant un clairement lumineux de 500 lx, les LUC ne dpasseront pas les valeurs limites du groupe de risque 1 pour le risque li la lumire bleue et celles du groupe de risque

44、0 pour le rayonnement IR. Cette combinaison de groupe de risques et de danger ne ncessite pas de marquage (Tableau 1 du CEI/TR 62471-2:2009). Les risques lis au rayonnement UV des LUC sont suffisamment couverts par la CEI 61199, en 4.11. Par consquent, la CEI 62471 nexige aucun marquage supplmentair
