25、r infrastructure projects relevant to thepublic. Frequently, conflicts with stakeholder groups,such as in connection with the construction of indus-trial plants or socially controversial projects, only be-come visible when planning or approval processeshave already started. The term and definition o

27、erOrganisation haben knnen (siehe Abschnitt 3.1.2).Bis die Konflikte in den gesetzlich geregelten Pla-nungs- oder Genehmigungsverfahren auftreten, ha-ben Organisationen aber bereits einen langen Ma-nagement- und Entwicklungsprozess durchlaufen.Die Projektidee wurde intern entwickelt und ent-schieden

28、, Fakten geprft und Grundlagenwissen,z.B. ber Auswirkungen auf Mensch und Umwelt,erarbeitet. Die Vorplanung wurde vorangetrieben,verschiedene Varianten errtert und eine begrndeteAuswahl getroffen. Machbarkeitsstudien wurdendurchgefhrt und den Behrden die fertige Antrags-variante zur Prfung vorgelegt

Dieser aufwendigeProzess erfordert umfangreiche Ressourcen.Durch diesen groen zeitlichen Vorlauf entsteht eineAsymmetrie des Wissens und der Kommunikationzwischen der Organisation auf der einen Seite undden Anspruchsgruppen auf der anderen Seite. Diesfhrt hufig zu einer Verschrfung der ffentlichen

30、Debatte und des politischen Drucks. Kritische Nach-fragen und eine Vielzahl von Einsprchen beeinflus-sen die Planungs- und Genehmigungsverfahren. Eskommt in der Regel zu Verzgerungen. Die Organi-sation luft Gefahr, erneut in Gutachten, Studien,Tests oder Risikomanagementmanahmen investie-ren zu msse

Zustzlich werden die mglichen Ver-zgerungen in der Planung und Bauausfhrung zu ei-nem schwierig zu kalkulierenden finanziellen Risiko.Im schlimmsten Fall muss das Projekt in der vorge-legten Variante fallengelassen werden. Insbesonderefr kleine und mittlere Unternehmen oder Kommu-nen knnen solche

32、 Fehlinvestitionen gravierendeAuswirkungen haben. Diese Richtlinie soll zu einerLsung der beschriebenen Problematik beitragen undkonkrete Hilfestellungen fr Organisation bereitstel-len.Konzept der VDI 7000Das Konzept der VDI 7000 wurde aus der systemati-schen Analyse erfolgreich durchgefhrter Projek

33、teheraus und im Dialog mit Experten fr Beteiligungs-verfahren sowie Praktikern von privaten und ffentli-chen Vorhabentrgern, Landes- und Bundesbehr-den, zivilgesellschaftlichen Gruppen und Verbndenentwickelt. Es beansprucht keine Erfolgsgarantie frdie Konfliktlsung und breite Akzeptanz von Indust-ri

34、e- und Infrastrukturprojekten. Das Konzept wurdeaber in einem aufwendigen Erstellungsverfahren ge-prft und bewertet. Es stellt somit den gegenwrtigenStand des Wissens fr erfolgreiche frhe ffentlich-keitsbeteiligung dar. Das Konzept dieser Richtlinie stellt keine Zusam-menstellung von unzusammenhngen

35、den Vorschl-gen dar, die beliebig zu kombinieren sind. Sie sind lo-ings planned by the organisation (see Section 3.1.2).By the time conflicts materialise in the statutory plan-ning or approval processes, organisations have al-ready gone through a long management and develop-ment process. The project

36、 idea was developed anddecided internally, facts were checked, and a know-ledge base was created, for example, about the effectson people and the environment. The organisationspressed ahead with the pre-planning, discussed dif-ferent proposals for meeting the desired service orfunction and then made

37、 a reasoned choice. Feasibilitystudies were carried out, and the final application ver-sion was submitted to the authorities for approval.This complex process requires extensive resources.This enormous lead time creates asymmetry in termsof knowledge and communication between the or-ganisation on th

38、e one hand, and the stakeholdergroups on the other. An intensification and exacerba-tion of public debate and political pressure is oftenthe result of that. The planning and approval pro-cesses are shaped by critical inquiries and a variety ofobjections, which usually causes delays. The organi-satio

39、n runs the risk of having to invest all over againin experts opinions, studies, tests or risk manage-ment measures. What is more, the potential delay inplanning and construction becomes a financial riskthat is difficult to calculate. In the worst case, the pro-ject as submitted must be abandoned. Su

40、ch failed in-vestment can have serious consequences, particularlyfor small and medium-sized enterprises as well as lo-cal authorities. This standard is to contribute to find-ing a solution to the problems described and to pro-vide specific assistance for organisations.The concept of VDI 7000The conc

41、ept of VDI 7000 was developed from thesystematic analysis of past successful projects and aspart of a dialogue with experts in participatory pro-cesses as well as practitioners from private and publicapplicants and project developers, state and federalauthorities, civil society groups and associatio

42、ns.This standard does not guarantee successful conflictresolution and achieving broad-based acceptance ofindustrial and infrastructure projects. But its conceptwas tested and assessed in many hard-to-resolve con-texts and complex situations. It thus represents thecurrent state of knowledge with resp

43、ect to successfulearly public participation. The concept of this standard is not a compilation ofunrelated proposals that can be combined in any man-ner whatsoever. Denn angesichts der Unter-schiede, die zwischen den zahlreichen betroffenenIndustrie- und Infrastrukturprojekten bestehen, m

45、ussjede Organisation Art und Umfang der dafr erfor-derlichen Manahmen an ihr spezifisches Projektund dessen Rahmenbedingungen individuell anpas-sen. Auch kleine Organisationen knnen das Konzeptder Richtlinie fr sich adaptieren. Die Anwendbar-keit der Richtlinie ist in jedem Falle anhand der nach-fol

46、gend dargestellten Kriterien ffentlicher Relevanzzu prfen. Die Umsetzung hngt vom Ergebnis derPrfung und den Umstnden des Einzelfalls ab.Durch eine systematische Prfung im Rahmen derVDI 7000 kann eine Organisation aber auch zu dembegrndeten Ergebnis kommen, dass eine frhe f-fentlichkeitsbeteiligung

47、nicht erforderlich ist. Die VDI 7000 gibt zunchst Empfehlungen, wie sichOrganisationen effizient auf den Prozess der frhenffentlichkeitsbeteiligung vorbereiten knnen undunterteilt dann die operative Umsetzung in vier Pha-sen:Phase 1: Strukturen und Kompetenzen aufbauenPhase 2: ffentlichkeit struktur

48、iert beteiligen Phase 3: Genehmigungsverfahren untersttzenPhase 4: Bauphase und Projekt begleitenBild 1 zeigt die Integration der VDI 7000 in das Pro-jektmanagement eines Industrie- oder Infrastruktur-projekts. Nach der Sensibilisierung (Abschnitt 2)konzentriert sich die VDI 7000 auf die Prozess-sch

49、ritte der frhen ffentlichkeitsbeteiligung undzeigt jeweils die Schnittstellen zur begleitenden f-fentlichkeitsarbeit, technischen Projektentwicklung,rechtlichen Genehmigung und Umsetzung des Pro-jekts.Die operative Umsetzung in einzelne Prozessschrittesoll der Organisation ein systematisches und effekti-ves Vorgehen erleichtern. Am Ende der einzelnenSchritte bieten Leitfragen die Mglichkeit, die Um-setzung selbst besser berprfen zu knnen. Sie sindbewusst offen fo
