1、 A-A-50426 9999974 0368439 3T4 = A-A-50426 Septder 15, 1995 COHHERCIAL ITEM DESCRIPTION SOLVENT WIPER DISPENSING SYSTEM The General Services Administration has authorized the use of this commercial item description by all federal agencies. 1. SCOPE. This commercial item description covers a solvent

2、wiper dispensing system consisting of a reusable dispenser and disposable wipers. The wiper roll is inserted into the dispenser, then covered with a solvent. With the dispenser lid in place individual wipers are dispensed. The system can be sealed with the snap-top 1 id provided to prevent excess so

3、l vent evaporati on and prevent wiper soil contamination. 2. CLASSIFICATION. 2.1 Wipers. The wiper supplied to this description shall be extra strength individual sheets wound on rolls and sized for the specific dispensers in 2.2. 2.2 Dispensers. Dispenser sizes shall be as follows: 1.2 gallon dispe

4、nser - 12 inch by 12.5 inch wipers. 3.5 gallon dispenser - 9 inch by 15 inch wipers. 5.0 gallon dispenser - 12 inch by 18 inch wipers. 3. SALIENT CHARACTERISTICS. 3.1 Dispenser. The dispenser shall consist of a high density polyethylene pail with a carrying handle for portability, and a tight fittin

5、g recloseable lid with an opening in the center for dispensing the wipers. The lid shall have an attached snap-top lid to seal the opening when the dispenser is not in use. The pail, lid and snap-top shall be resistant to all standard wiping and cleaning sol vents. The di Spenser is reusabl e. 3.2 W

The wipers shall be a synthetic based product wound on rolls in such a manner that when a roll is placed in the dispenser, one end shall be threaded through the opening in the closed lid permitting individual wipers to be dispensed without reopening the lid. The solvent used shall be the choice of the user and shall be compatible with the container. 3.4 Material safety data sheets. A material safety data sheet shall be prepared

9、 for the wiper and submitted in accordance with FED-STD-313, meeting the requirements of 29 CFR 1910.1200. All questions pertaining to the effects of the wipers or the solvents used with the wipers on the health of personnel shall be referred by the acquiring activity to the appropriate medial servi

10、ce who shall act as advisor to the acquiring activity. 3.5 Wiper physical characteristics. Wiper physical characteristics shall be in accordance with the requirements of AMS 3819, 3.5.1 and 3.5.2. 3.5.1 Extractable matter. When tested in accordance with ASTM D2257 extractable matter shall not exceed

11、 the percentage specified for the solvents identified bel ow: ASTM D1193, Type IV TT-M-261 MIL-D-6998 MIL-C-38736 0.50% by wt. 0.50% by wt. 0.40% by wt. 0.45% by wt. 3.5.2 pH of water extract. The pH of water extract shall be 6.0 to 7.5. 4. REGULATORY REQUIREMENTS. 4.1 Environmental considerations.

12、The items delivered under this Commercial Item Description shall be in accordance with the Code of Federal Regulations 40 CFR (Environmental). 4.2 Transportation. The transportation of items delivered under this Commercial Item Description shall be in accordance with Code of Federal Regulations 49 C

13、FR. 4.3 Metric products. Systems manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within specified tolerances using conversion tables contained in the latest version of Federal Standard No. 376, and all other re

14、quirements of this Commercial Item Description are met. When a system is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the preparing activity to determine if the system is acceptable. The preparing activity

15、 has the option of accepting or rejecting the system. 5. QUALITY ASSURANCE PROVISIONS. 5.1 Contractor certification. The contractor shall certify and maintain substantiating evidence that the wiper dispensing system offered meets the salient characteristics of the Commercial Item Description, and th

17、 the commercial marketplace. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 5.2 Market acceptability. The following market acceptability criteria are necessary to doc

18、ument the quality of the product to be provided under this Commercial Item Description: a. The company furnishing the assembly item must have been producing a product meeting the requirements of this Commercial Item Description for at least 1 year. b. The company must have offered the wipe system to

19、 a government laboratory for inspection. 6. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or order. 7. NOTES. 7.1 Part identification number. The following part identification numbering procedure is for Government purposes and does not constitute a requirement f
