4、raphs 3 usually used as an ignition source for liquid engines and hybrid rocket motors. A commonly used pyrophoric at MSFC is TEA/TEB (triethylaluminum/triethylborane). 5.13 Pyrotechnic. Any item or device manufactured from explosive or chemical ingredients (including powdered metals) that is capabl
5、e of deflagration or detonation. Pyrotechnic devices are generally designed to produce large quantities of heat and/or light instead of large volumes of high-pressure gases. (See NSS-1740.12 for a comprehensive list of definitions.) 6. INSTRUCTIONS 6.1 Management of Explosives, Solid Propellants, an
6、d Pyrotechnics No foreign nationals, permanent aliens or any other non citizens of the United States of America shall be allowed within 25 feet of explosive and propellant storage areas of MSFC or work areas containing MSFC controlled explosives whether on MSFC or outside MSFC under MSFC direction,
7、for any reasons without prior written approval of MSFC Center Director. 6.1.1 General All organizational elements of MSFC shall: a. Ensure compliance with
9、 DOT regulations and MSFC operational and safety standards. c. Ensure only the minimum quantities of explosives shall be on hand in support of approved projects. d. Ensure accountability of explosives is maintained until they are expended in use, turned in as excess, or disposed of. 6.1.1.1 MSFC dir
10、ectorates/offices requiring the use of explosives shall: a. Establish requirements for such materials and devices to be consistent with approved programs and projects. b. Provide S and, include on the request the quantity, description, condition, shelf-life (if applicable), lot, and serial number of
11、 materials for turn-in, the name of the individual who is to turn the material over to ESDB, and the specific pickup point. 6.1.7 Disposal Procedures 6.1.7.1 When requesting explosive disposal services of ESDB, DA Form 581 shall be used. a. For explosives stored at MSFC storage sites, PMO LSC shall
12、process DA Form 581 with ESDB. b. For explosives stored at user storage facilities, user organization shall process DA Form 581 directly with ESDB. 6.1.8 Inventories 6.1.8.1 LSC shall establish, control, and maintain a master inventory system for explosives. 14、IS THE CORRECT VERSION BEFORE USE 6.1.8.2 All MSFC-controlled explosives shall be identified to specific program stock accounts within the explosive master accountable file. 6.1.8.3 This file shall be used to produce quarterly listings of program stock inventories. 6.1.8.4 These listings shall be us
15、ed for control and surveillance purposes. 6.1.8.5 These listing shall be provided to using organizations within the Center as requested. 6.2 Safety Requirements for Explosives, Propellants, and Pyrotechnics 6.2.1 All MSFC explosives, propellants, and pyrotechnics handling and processing shall be acc
16、ordance with NSS 1740.12 and DOD-6055.9. 6.2.2 User organizations shall identify all operations involving explosives, propellants, and pyrotechnics to S&MA. 6.2.3 User organizations shall prepare and utilize detailed procedures, plans, drawings, and other documentation to safely control explosive op
17、erations in accordance with MWI 8715.15. 6.2.4 Detailed procedures shall be developed in accordance with NSS 1740.12. 6.2.5 User organizations shall provide explosive operations documentation to S&MA for review and approval. 6.2.6 S&MA shall review and approve all explosive operations documentation
18、including plans, drawings, operating procedures, and personnel certifications prior to initiation of the work effort involving explosives. 6.2.7 Personnel involved in transporting, storing, handling, using and inspecting explosives, propellants, and pyrotechnics shall be certified in accordance with
19、 MWI 3410.1. 6.2.8 Control of ESD for explosive, propellant, and pyrotechnic operations shall be in accordance with MSFC-STD-1800. 6.2.9 User organizations or S&MA shall perform hazard assessments on all phases of explosive, propellant, and pyrotechnic operations. 6.2.10 S&MA shall review and approv
20、e all hazard assessments. 6.2.11 S&MA shall monitor explosive, propellant, and pyrotechnic operations to ensure compliance with safety plans, standards, and requirements. 22、tity distance requirements in accordance with NSS 1740.12 and DoD 6055.9 for all explosive, propellant, and pyrotechnic operations and storage facilities. 6.2.13 S&MA shall review and concur with all quantity distance requirements. 6.2.14 Small arms ammunition storage areas are explosive sites that
23、are not required to conform to NSS 1740.12. The following requirements apply to small arms ammunition storage: 6.2.14.1 User organizations shall provide the location, type, and maximum number of rounds to S&MA and the fire department. 6.2.14.2 Small arms ammunition shall not be stored together with
24、Division 1.1, Division 1.2, or Division 1.3 explosives. (See NSS-1740.12 (605a) for definitions.) 6.2.14.3 Small arms ammunition shall be separated from flammable liquids, flammable solids, and oxidizing materials by a distance of 15 feet or by a fire partition having a fire rating of at least 1 hou
