The ITU Telecommunication Standardization Sector (ITIJ-T) is a per

12、manent organ of the ITU. The ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four yea

13、rs, establishes the topics for study by the IT-T Study Groups which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the IT-T is covered by the procedure laid down in WTSC Resolution No. 1. In some areas of information technology which fall w

14、ithin ITU-Ts purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. 47、set of IT-T Recommendations I Intemational Standards produced to facilitate the interconnection of information processing systems. It is related to other IT-T Recommendations and International Standards in the set as defined by the Reference Model for Open Systems Interconnection (see IT-T Rec. X.20

48、0 I ISO/IEC 7498-1). The Reference model subdivides the area of standardization for interconnection into a series of layers of specification, each of manageable size. The goal of Opens Systems Interconnection is to allow, with a minimum of technical agreement outside the inter- connection standards,

49、 the interconnection of information processing systems: - from different manufacturers; - under different managements; - - of different technologies. of different levels of complexity; and This Recommendation I International Siandard specifies the connection-mode protocol for the application service element for ASO-association control: the Association Control Service Element (ACSE). The protocol for ACSE connectionless mode service (A-UNIT-DATA) is specified in ITU-T Rec. X.237 bis I ISO/IEC 15955. The ACSE provides services for establishing and releasin
