(1) The purpose of the Family Self-Sufficiency (FSS) program is to promote the development of local strategies to coordinate the use of pub-lic housing assistance and housing as
6、-sistance under the Section 8 rental cer-tificate and rental voucher programs with public and private resources, to enable families eligible to receive as-sistance under these programs to achieve economic independence and self-sufficiency. (2) The purpose of this part is to im-plement the policies a
7、nd procedures ap-plicable to operation of a local FSS program, as established under section 23 of the 1937 Act (42 U.S.C. 1437u), under HUDs rental voucher, rental certificate, and public housing pro-grams. (b) Scope. (1) Each PHA that received funding for public housing units under the FY 1991 and
8、FY 1992 FSS incentive award competitions must operate a public housing FSS program. (2) Each PHA that received funding for Section 8 rental certificates or rental vouchers under the combined FY 1991/1992 FSS incentive award competi-tion must operate a Section 8 FSS pro-gram. (3) Unless the PHA recei
9、ves an ex-emption under 984.105: (i) Each PHA for which HUD reserved funding (budget authority) for addi-tional rental certificates or rental vouchers in FY 1993 through October 20, 1998 must operate a Section 8 FSS program. (ii) Each PHA for which HUD re-served funding (budget authority) to acquire
10、 or construct additional public housing units in FY 1993 through Octo-ber 20, 1998 must operate a public hous-ing FSS program. (c) Applicability. The objective of the FSS program is to reduce the dependency of low-in-come families on welfare assistance and on Section 8, public, or any Fed-eral, State, or local rent or homeown-ership subsidies. Under the FSS pro-gram, low-income families are p

14、t will measure the success of a local FSS program not only by the number of families who achieve self- sufficiency, but also by the number of FSS families who, as a result of par-ticipation in the program, have family members who obtain their first job, or who obtain higher paying jobs; no longer ne
15、ed benefits received under one or more welfare programs; obtain a high school diploma or higher edu-cation degree; or accomplish similar goals that will assist the family in ob-taining economic independence. 61 FR 8815, Mar. 5, 1966, as amended at 65 FR 16731, Mar. 29, 2000 984.103 Definitions. (a)
16、The terms 1937 Act, Fair Market Rent, HUD, Public Housing, Public Hous-ing Agency (PHA), Secretary, and Section 8, as used in this part, are defined in part 5 of this title. (b) As used in this part: Certification means a written asser-tion based on supporting evidence, pro-vided by the FSS family o
17、r the PHA, as may be required under this part, and which: (1) Shall be maintained by the PHA in the case of the familys certifi-cation, or by HUD in the case of the PHAs certification; (2) Shall be made available for in-spection by HUD, the PHA, and the public, as appropriate; and (3) Shall be deeme
18、d to be accurate for purposes of this part, unless the Sec-retary or the PHA, as applicable, deter-mines otherwise after inspecting the evidence and providing due notice and opportunity for comment. Chief executive officer (CEO). The CEO of a unit of general local government means the elected offici
19、al or the le-gally designated official, who has the primary responsibility for the conduct of that entitys governmental affairs. The CEO for an Indian tribe is the trib-al governing official. Contract of participation means a con-tract in a form approved by HUD, en-tered into between a participating
20、 fam-ily and a PHA operating an FSS pro-gram that sets forth the terms and conditions governing participation in the FSS program. The contract of par-ticipation includes all individual train-ing and services plans entered into be-tween the PHA and all members of the family who will participate in th
21、e FSS program, and which plans are attached to the contract of participation as ex-hibits. For additional detail, see 984.303 of this subpart A. Earned income means income or earn-ings included in annual income from wages, tips, salaries, other employee compensation, and self-employment. Earned inco
22、me does not include any pension or annuity, transfer payments, any cash or in-kind benefits, or funds deposited in or accrued interest on the FSS escrow account established by a PHA on behalf of a participating fam-ily. Effective date of contract of participa-tion means the first day of the month fo
23、llowing the month in which the FSS family and the PHA entered into the contract of participation. Eligible families means: (1) For the public housing FSS pro-gram, current residents of public hous-ing. Eligible families also include cur-rent residents of public housing who are participants in local
24、public housing self-sufficiency programs; and (2) For Section 8 FSS program, cur-rent Section 8 rental certificate or rental voucher program participants, including participants in the Project Self-Sufficiency or Operation Boot-strap or other local self-sufficiency programs.
