6、have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review, substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a simple majority, but not necessarily unan
7、imity. Consensus requires that all views and objections be considered, and that a concerted effort be made towards their resolution. The use of American National Standards is completely voluntary; their existence does not in any respect preclude anyone, whether he has approved the standards or not,
8、from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. The American National Standards Institute does not develop standards and will in no circumstances give an interpretation of any American National Standard. Moreover, no person shal
9、l have the right or authority to issue an interpretation of an American National Standard in the name of the American National Standards Institute. This standard defines a recommended set of packet mode bearer service categories, describes individual packet mode bearer services,
21、 and recom- mends their provision as ISDN-based services in North America. The defi- nitions and descriptions in this standard form the basis for defining the net- work capabilities required for the support of ISDN-based packet mode bear- er services. Bearer service categories are described by prose
22、 definitions and descriptions, by attributes and their values, and by dynamic descrip- tions. The packet mode bearer service categories that are currently identi- fied are the virtual call and permanent virtual circuit bearer service catego- ry; the connectionless bearer service category; the user s
23、ignaling bearer service category; and the frame mode bearer service category. Only the vir- tual call and permanent virtual circuit bearer service category is included in this issue. Manufacturers of ISDN user terminals and manufacturers of ISDN switching equipment can apply this standard to the des
24、ign and development of their products. _This standard was developed by Working Group Tl Sl .l of Accredited Standards Committee Tl , Telecommunications.
