25、sit the ATIS Telecom Glossary, which is located at . 3.1 Definitions 3.1.1 Class of Service: A designation of the type of telephone service e.g., residential, business, Centrex, coin, PBX, wireless. 3.1.2 Femtocell: A type of small, low-power cellular base station, typically nomadic and not expected

26、 to use the FIXD class of service. Designed for use in a home or small business and is managed by the customer. 3.1.3 Picocell: Operated and managed by the network operator, who also pays for site rental and transmission back to the core network. Typically deployed outdoors and not expected to use t

27、he FIXD class of service. 3.1.4 Small Cell: Semi-autonomous, sensing from their immediate environment the best frequency and radio parameters to use. They are installed, powered, and connected by the end user or business with less active remote management by the network operator, who remains respons

30、 small cell deployments can provide actionable location information to PSAPs. Some implementations of small cells can result in relatively precise information being delivered to the PSAP. Phase I Location Description or latitude/longitude (lat/lon) information may become “actionable” or even dispatc

31、hable in these cases. However, dispatchers are generally trained to pay less attention to Phase I information. Historically, this data was less useful. A new Class of Service (COS) will provide dispatchers with cues to look for both the lat/lon and address fields. COS is determined at the ALI via a

32、translation of the Position Source tag in the E2 response from an MPC/GMLC. Currently, Position Source (POSOUR) is defined within the J-STD-036-C, but no POSOUR exists for a FIXD location class of service. The overall solution required a new POSOUR to be defined and is contained in J-STD-036-C. The

33、industry agreed to reserve number 53 for a FIXD COS. This document defines the characteristics of the small cell deployments which qualify for a POSOUR 53. Secondly, some or all platforms within the wireless call flow may require modification to support the new Position Source. Specifically, the loc

34、ation determination platforms, wireless networks, and MPC/GMLCs. The scope of this change is expected to be only the definition of a reserved value from the POSOUR parameter within the current messaging structure (J-STD-036). Lastly, the public safety industry as well as PSAPs must agree on a COS (F

35、IXD) moniker that will be universally used to display these calls at the CPE. Modifications to the CPE and ALI database to accommodate this new Position Source and COS may be required. In addition, PSAP training and documented procedures may need to be modified in order to utilize the new FIXD COS.

36、5 Small Cell Classification 5.1 Definition of a Small Cell A small cell is considered a fixed located eNodeB with a radiating coverage of = 100 meters which supports voice and data on the carriers core network. The cell is not nomadic and is stationary in a given location. The Small Cell can be OMNI

37、 or Sectored, but must not radiate greater than 100 meters from the initial cell signal. DAS are not considered a SMALL CELL in instances where the antenna head and its signal radiates beyond 100 meters of the physical location of the cell equipment. 38、l Cell FIXD COS 5.2.1 Criteria The max radius is 100 meters. Indoor coverage. Small cell is provisioned in MPC/GMLC with unique cell/base station ID based on carrier identification (MPC/GMLC “look up table”). Distinguishable in the carrier database as a small cell. 5.2.2 MPC/GMLC Initial Response Th

39、e MPC/GMLC responds with FIXD CoS location. Lat/Lon(X/Y) with an uncertainty circle is mandatory. In addition to Lat/lon, civic address is desired, but not mandatory. Where civic address is provided, additional information such as floor, suite, and section should also be made available in the locati

40、on field. 5.2.3 MPC/GMLC Rebid Response If a rebid occurs within the range of the initial small cell, the lat/lon, uncertainty, as well as additional location information will be the same. All rebid responses will carry the location information associated with the technology to which the UE has hand

41、ed off. For example, if the user moves out of the building and hands off to the macro cell, the rebid response would follow the WHP1 WHP2 macro cell response. If the user moves to a different small cell, the rebid will generate a new FIXD location associated with the new small cell. 5.2.4 Provisioni
