3、gand related accessories that were reported to the U.S. Consumer Product Safety Commission (CPSC).These incident reports involved entanglement or strangulation on decorative ribbons, bumper guardties, wall hangings, fitted sheets, and threads resulting from unraveled seams. It also addressespotentia

4、l suffocation on decorative pillows placed in cribs.In response to the incident data developed by the CPSC, this consumer safety performancespecification attempts to minimize the problems listed above. This effort is accomplished through theestablishment of performance requirements and warning label

5、s for infant bedding and accessories.This specification cannot prevent incidents that occur as the result of unforeseeable abuse and misuse.NOTEThis consumer safety performance specification is not intended to address incidents and injuries resulting from the inter-action of other persons with child

6、ren using these products or the incidents resulting from unforeseeable abuse and misuse.This consumer safety performance specification has been written based on current state-of-the-artsoftgoods technology. This consumer safety performance specification will be updated wheneversubstantive informatio

7、n becomes available.1. Scope1.1 This consumer safety performance specification establishes safety performance requirements, test methods, and require-ments for labeling to minimize the identified hazards to children presented by infant bedding and related accessories as identifiedin the introduction

8、.1.2 No infant bedding or related accessory produced after the approval date of the consumer safety performance specificationshall indicate, either by label or other means, compliance with this specification unless it conforms to all applicable requirementscontained herein.1.3The inspection and test

9、 procedures contained herein shall be used to determine the conformance of products to therequirements of this consumer safety performance specification. The relevant tests for an infant bedding product or relatedaccessory can be done in any order, except where specified. Each test may be conducted

10、on a different sample, unless otherwisespecified. The tests can be considered as qualification tests and not necessarily as quality control tests. These tests shall also beconducted when there is a design or material change in the infant bedding or related accessory item. Each producer or distributo

11、rwho represents any products as conforming to this specification may utilize statistically based sampling plans that are appropriateand shall keep such essential records as are necessary to document that all of the requirements of this specification have been met.Any test methods that are made manda

12、tory by the CPSC, or any applicable governmental agencies, shall supersede any applicabletest methods in this specification.1.4These tests are intended to simulate normal use conditions, so as to ensure that hazards are not generated through normal use.The tests shall be carried out in a normal use

13、environment. For example, bumper guards should be secured in a crib as a customerwould in actual end use situations. Ties should be tied and untied. While no specific requirements are defined here, the evaluatorshall perform enough testing to simulate normal use during the estimated lifetime of the

The infant bedding product orrelated accessory shall be inspected after such tests and shall be evaluated according to the relevant requirements listed within thisspecification.1.5The values stated in inch-pound units are to be regarded as standard. 24、s, bumperguards, headboard bumper guards, and comforters.3.1.5 supported vinyl, ncalandered sheet vinyl that has been laminated or bonded to a supporting material such as nylon scrim,a polyester non-woven, or other fabric material on the back or has a supporting material integrated inside the vinyl

25、sheet such thatthe material is not 100 % vinyl.3.1.6 unsupported vinyl, na flat sheet material calandered from 100 % vinyl plastic.4. Calibration and Standardization4.1 The relevant tests for an infant bedding product or related accessory can be done in any order, except where specified.4.2 Each tes

26、t may be conducted on a different sample, unless otherwise specified.4.3 If during the course of conducting tests in accordance with this specification, a test sample sustains any permanentdeformation or damage, an additional test sample shall be used for the remainder of the tests unless otherwise

General Requirements4.1Ribbons, Strings, and TiesRibbons, strings, and ties shall comply with the length requirements in 6.15.1 Attachment means on bumper guards and headboard bumper guards shall not exceed 9.0 in. (230 mm) when measured inaccordance with 7.1.4.25.2 Decorative component

28、s as defined in 3.1.2 shall not exceed 7 in. (180 mm) when measured in accordance with 7.1. If anydecorative components can tangle to form a loop, then the perimeter of the loop shall not exceed 14 in. (360 mm) when measuredin accordance with 7.1.5.3 ThreadsUse of monofilament thread in the construc

29、tion of infant bedding and related accessories is prohibited.4.3Bumper5.4 Bumper guards shall be capable of being secured at or near all corners and at the midpoints of the long sides ofthe crib. Bumper guards intended for circular cribs shall be capable of being secured at intervals not exceeding 2

30、6 in. (660 mm).5.6. Performance Requirements5.1Normal Use TestingSimulation of normal use conditions are described in 1.4.5.26.1 Unsupported VinylsUnsupported vinyl shall be 0.012-in. (0.30-mm) nominal thickness or thicker gage. No minimumthickness is specified for supported vinyl.Any infant bedding

31、 or related accessory item composed entirely or in part of unsupportedvinyl shall be tested in accordance with 6.3:2Available from American National Standards Institute, 11 W. 42nd St., 13th Floor, New York, NY 10036.F1917 1226.1.1 Unsupported vinyl that is accessible to the infant when the product

32、is installed in the manufacturers recommended useposition shall be 0.012-in. (0.30-mm) nominal thickness or thicker gauge. No minimum thickness is specified for supported vinyl.Any infant bedding or related accessory item composed entirely or in part of unsupported vinyl shall be tested in accordanc

33、e with7.2.5.3If during the course of conducting tests in accordance with this specification, a test sample sustains any permanentdeformation or damage, an additional test sample shall be used for the remainder of the tests.6.6.1.2 Unsupported vinyl materials that are not accessible to the infant whe

34、n the product is installed in the manufacturersrecommended use position, such as unsupported vinyl used as a liquid barrier in a mattress cover and sandwiched between twolayers of fabric are not required to be tested accordance with 7.2.6.2 Maximum Bumper ThicknessFor crib bumpers manufactured of fa

35、bric and filled with a natural or manmade fibrousmaterial, each bumper section shall slide through the bumper thickness test fixture (see Fig. 1) over its entire length when testedin accordance with 7.3. The bumper shall be tested in its pre-washed state and also after three wash/dry cycles performe

36、d accordingto the manufacturers care instructions.6.3 Bumper Pad Tie StrengthFollowing the testing specified in 7.4, a bumper pad tie shall not fully detach from the bumperpad. Partial detachment or tearing is allowed.7. Test Methods6.1Ribbons, Strings, and TiesFlexible ribbons, strings, or ties att

37、ached to any infant bedding or related accessory item, withthe exception of ties on bumper guards and headboard bumper guards, shall not exceed 7 in. (180 mm) when measured to themaximum length under a force of 5 lbf (22 N). Ribbons, strings, and ties on bumper guards and headboard bumper guards, sh

38、allnot exceed 9.0 in. (230 mm). If ribbons, strings, or ties can tangle to form a loop, then the perimeter of the loop shall not exceed14 in. (360 mm) under a force of 5 lbf (22 N).6.2RationaleThe neck circumference of a 5th percentile 0-3 month old infant is 7.2 in. (183 mm), as stated in the Unive

39、rsityof Michigan final report to the CPSC dated January 1986. Based on this measurement, the Infant Bedding and Related AccessoriesSubcommittee has mandated the maximum allowable length of flexible ribbons, strings, or ties attached to any infant bedding orrelated accessory item, with the exception

40、of bumper guards and headboard bumper guards, to be 7.0 in. (180 mm). The maximumallowable length of flexible ribbons, strings, or ties, or a combination thereof, attached to bumper guards and headboard bumperguards for the purpose of securing it to a crib rail is 9 in. (230 mm). Flexible ribbons, s

41、trings, or ties of 9 in. on bumper guardsand headboard bumper guards will allow the product to be sufficiently secured to the crib rails by the parent or care provider. Onsome cribs, shorter ribbons, strings, or ties may not allow the parent or care provider to be able to sufficiently secure the bum

42、perguard or headboard bumper guard, or both, to the crib rail.6.37.1 Attachment Means and Decorative ComponentsMeasure each attachment means or decorative component when it isextended to its maximum length under a force of 5 lbf (22 N).7.2 Vinyl Thickness Measurement Using a paper micrometer, measur

Insert a bumper end into the openi

44、ng so that the bumper end protrudes just beyond the lower surface of the test fixtureand attach a 5-lb static weight to the midpoint of the protruding bumper end. Keeping the bumper positioned vertically, allow theweight to slowly draw the bumper through the opening.NOTE 1If bumper ties or other loc

45、alized means provided to secure the bumper to the crib interfere with the bumper sliding through the bumperthickness test fixture, ease the ties or fasteners through the fixture and then continue the test.7.4 Bumper Pad Tie Attachment StrengthApply a tensile force of 20 lb on the bumper pad tie(s) i

46、n a perpendicular directionaway from the attachment point of the ties to the bumper pad. The force shall be applied evenly within a period of 5 s, andmaintained for additional 10 s. The loading device shall be a self-indicating force gauge or other appropriate means having anaccuracy of 60.5 lb (62

47、N).7.4.1 Bumper pad ties that share a common attachment shall be tested together, as if one tie.NOTE 2There is no single clamp or attachment means specified for the bumper pad tie attachment strength test. Any suitable means may be usedto apply the force specified in 7.4.8. Product/Package Marking7.

48、1Each8.1 Each product shall have a permanent conspicuous label that identifies the name and address (city, state, and zipcode) of the manufacturer, distributor, or seller, or a label that identifies the Registered Identification Number (RN) or WoolProducts Labeling Act Number (WPL).37.28.2 Product W

49、arning LabelsA permanent conspicuous label(s) shall be on each headboard/bumper set, bumper, wall hanging,decorator pillow (label shall be applied to insert and cover, if cover is removable), diaper stacker, and fitted sheet. The label(s) shallbe in the ANSI format, which would include a delineated signal word panel containing the safety alert symbol before the signalword and a contrasting background. The label(s) shall begin with the word “WARNING,” the letters of which shall not be less than0.2 in. (5 mm) high. The remaining text shall be in letters no
