Scope1.1 This standard describes prerequisite formal education,training, and continuing professional development for thoseperforming seized-drug an
3、alysis. It also describes the kinds ofprofessional documents (for example, texts, manuals, or jour-nals) that should be present in laboratories where analysis ofseized drugs is conducted.2. Significance and Use3.1 These are minimum standards applicable to those per-forming seized-drug analyses.3.2 These standards are intended to apply to any labo
5、ratoryanalyst who:3.2.1 examines and analyzes seized drugs or related mate-rials, or directs such examinations to be done,3.2.2 independently has access to unsealed evidence inorder to remove samples from evidence for examination and3.2.3 As a consequence of such examinations, signs reportsfor court
6、 or investigative purposes.4. Education/Experience Qualifications4.1 The aim of this standard is that laboratory analystsrecruited in the future should have at least a bachelors degree,while allowing existing laboratory analysts without degrees tobe retained as analysts. The minimum educational requ
7、ire-ments for a laboratory analyst are either:4.1.1 a bachelors degree or equivalent in a natural scienceor applied science, including criminalistics or forensic science,which shall include lecture and associated laboratory classes ingeneral, organic, and analytical chemistry, or4.1.2 by January 1,
8、2005, a minimum of five (5) yearspractical experience in the area of seized-drug analysis, andhave demonstrated competency following the completion of aformal, documented training program and post training com-petency assessment.5. Continuing Professional Development5.1 All forensic scientists have
9、an ongoing responsibility toremain current in their field. In addition, laboratories shouldprovide support and opportunities for continuing professionaldevelopment. Seized-drug analysts are expected to undergo:5.1.1 a minimum required training of twenty (20) contacthours annually. This is not meant
10、to apply to self-pacedlearning but does include distance education where there isactive interaction between student and instructor.5.1.1.1 training must be relevant to the laboratorys analyti-cal mission.5.1.1.2 Training completed must be documented.5.1.1.3 Training can be provided from a variety of
11、 sources,including, but not limited to the following:(1) chemistry or instrumental courses taught at the post-secondary educational level,(2) instrument operation or maintenance courses taught byvendors,(3) in-service classes conducted by employers,(4) in-service training taught by external provider
12、s, and(5) participation in relevant scientific meetings or confer-ences (for example, presenting papers or attending workshops).6. Training For New Analysts6.1 These minimum requirements allow individual labora-tories to structure their training programs to meet their needs asthey relate to the type
13、 of casework encountered, the analyticaltechniques and instrumentation available, and the level ofpreparedness of trainees.1This practice is under the jurisdiction of ASTM Committee E30 on ForensicSciences and is the direct responsibility of Subcommittee E30.01 on Criminalistics.Current edition appr
