3、dition assessment of CoatingService Level I coating systems in operating nuclear powerplants. Monitoring is an ongoing process of evaluating thecondition and performance of the in-service coating systems.1.2 It is the intent of this standard to provide a recom-mended basis for establishing a coating
4、s condition assessmentprogram, not to mandate a singular basis for all programs.Variations or simplifications of the program described in thisstandard may be appropriate for each operating nuclear powerplant depending on their licensing commitments. Similarguidelines are applicable for Coating Servi
5、ce Level III andother areas outside containment.1.3 This standard does not address the requirements ofASME Section XI, In-Service Inspection Subsections IWE andIWL.1.4 This standard does not purport to address all of thesafety concerns, if any, associated with its use. Significance and Use4.1 Establishment of an in-service coatings monitoring pro-gram permits planning and prioritization of
15、 coatings mainte-nance work as needed to maintain coating integrity andperformance in nuclear Coating Service Level I coating sys-tems. For additional information on nuclear maintenancecoating work, refer toASTM Manual on Maintenance Coatingsfor Nuclear Power Plants.54.2 A coatings monitoring progra
16、m enables early identifica-tion and detection of potential problems in coating systems.Some Coating Service Level I coating systems may be knownin advance to be suspect, deficient, or unqualified. Monitoringcoating performance will assist in developing follow-up pro-cedures to resolve any significan
17、t deficiency relative to coatingwork.4.3 Degraded coatings may generate debris under designbasis accident conditions that could adversely affect the per-formance of the post-accident safety systems. A coatingsmonitoring program may be required to fulfill safety analysisreport and generic letter comm
18、itments for Coating ServiceLevel I coating work in a nuclear power plant facility.5. Responsibility5.1 The licensee or his designee shall identify the depart-ment or group within the organization to be responsible forestablishing the applicable requirements for activities or pro-cedures covered by t
19、his guide and shall document the scope oftheir responsibility. Delegation of this responsibility to otheroutside qualified organizations is permitted and shall be docu-mented.5.2 It is the responsibility of the licensee or his designeeperforming these activities to specify the detailed methods andpr
20、ocedures for meeting the applicable requirements of thisguide.5.3 The licensee or his designee shall assign a coordinator tobe responsible for supervising coating inspection activities,data collection and documentation, and for ensuring thatinspection personnel are adequately trained and qualified.5
21、.4 The licensee or his designee shall assign responsibilityfor evaluating the results of inspection activities carried outunder the in-service coatings monitoring program.5.5 In the event of conflict, users of this guide mustrecognize that the licensees plant-specific quality assuranceprogram and li
22、censing commitments shall prevail with respectto the coating performance monitoring process.6. Frequency6.1 Frequency of in-service coating inspection monitoringshall be determined by the licensee or his designee. Inoperating nuclear power plants certain monitoring activitiesmay be restricted to maj
23、or maintenance outages or refuelingoutages. It is a good practice to perform inspections duringeach refueling outage or during other major maintenanceoutages.7. Records and Past History7.1 Coating performance will depend on the operatingconditions experienced by the coating systems. Records ofthese
24、conditions shall be obtained for each operating unit.These may include, but not be limited to, ambient conditions,temperatures, humidity, immersion, splash and spillage, chemi-cal exposures, radiation exposures, previous decontaminationprocedures, abrasion and physical abuse, and start-up/shutdown f
