Monitoring is an ongoing process of evaluating thecondition and performance of the in-service coating systems.1.2 It is the intent of this standard to provide a recom-mended basis for establishing a coating

4、s condition assessmentprogram, not to mandate a singular basis for all programs.Variations or simplifications of the program described in thisstandard may be appropriate for each operating nuclear powerplant depending on their licensing commitments. Similarguidelines are applicable for Coating Servi

Significance and Use4.1 Establishment of an in-service coatings monitoring pro-gram permits planning and prioritization of

15、 coatings mainte-nance work as needed to maintain coating integrity andperformance in nuclear Coating Service Level I coating sys-tems. For additional information on nuclear maintenancecoating work, refer toASTM Manual on Maintenance Coatingsfor Nuclear Power Plants.54.2 A coatings monitoring progra

16、m enables early identifica-tion and detection of potential problems in coating systems.Some Coating Service Level I coating systems may be knownin advance to be suspect, deficient, or unqualified. Monitoringcoating performance will assist in developing follow-up pro-cedures to resolve any significan

17、t deficiency relative to coatingwork.4.3 Degraded coatings may generate debris under designbasis accident conditions that could adversely affect the per-formance of the post-accident safety systems. A coatingsmonitoring program may be required to fulfill safety analysisreport and generic letter comm

18、itments for Coating ServiceLevel I coating work in a nuclear power plant facility.5. Responsibility5.1 The licensee or his designee shall identify the depart-ment or group within the organization to be responsible forestablishing the applicable requirements for activities or pro-cedures covered by t

19、his guide and shall document the scope oftheir responsibility. Delegation of this responsibility to otheroutside qualified organizations is permitted and shall be docu-mented.5.2 It is the responsibility of the licensee or his designeeperforming these activities to specify the detailed methods andpr

20、ocedures for meeting the applicable requirements of thisguide.5.3 The licensee or his designee shall assign a coordinator tobe responsible for supervising coating inspection activities,data collection and documentation, and for ensuring thatinspection personnel are adequately trained and qualified.5

21、.4 The licensee or his designee shall assign responsibilityfor evaluating the results of inspection activities carried outunder the in-service coatings monitoring program.5.5 In the event of conflict, users of this guide mustrecognize that the licensees plant-specific quality assuranceprogram and li

22、censing commitments shall prevail with respectto the coating performance monitoring process.6. Frequency6.1 Frequency of in-service coating inspection monitoringshall be determined by the licensee or his designee. Inoperating nuclear power plants certain monitoring activitiesmay be restricted to maj

23、or maintenance outages or refuelingoutages. It is a good practice to perform inspections duringeach refueling outage or during other major maintenanceoutages.7. Records and Past History7.1 Coating performance will depend on the operatingconditions experienced by the coating systems. Records ofthese

24、conditions shall be obtained for each operating unit.These may include, but not be limited to, ambient conditions,temperatures, humidity, immersion, splash and spillage, chemi-cal exposures, radiation exposures, previous decontaminationprocedures, abrasion and physical abuse, and start-up/shutdown f

25、requency. Any change in service criteria or modi-fications of the physical design shall be identified and dated.7.2 The last two performance monitoring reports pertainingto the coating systems shall be reviewed prior to the monitoringprocess. Other past coatings history data to be reviewed mayinclud

26、e:7.2.1 Copies of coating specifications, manufacturers prod-uct data sheets, and application procedures for in-place coat-ings.7.2.2 Quality control documentation for the existing in-place coating systems and their application.7.2.3 Copies of previous inspection or monitoring reports.7.2.4 Document

27、ation pertaining to any maintenance workperformed on existing coating systems.8. Monitoring Procedure8.1 Prior to conducting an inspection of the coating systems,the responsible organization shall ensure that the necessaryservices and equipment required for inspection are provided.Factors that must

28、be considered while planning the inspectionactivities include, but are not limited to, lighting, access tocoated surfaces, cleaning surfaces of any deposit or build up,ventilation and, where necessary, special underwater inspectionrequirements.8.2 Station access procedures for Coating Service Level

29、Icoating systems monitoring shall be followed. While accessprocedures may vary from plant to plant, specific station accessprocedures may include:8.2.1 Security clearance for protected, radiation controlled,and vital areas, and escorted or unescorted clearance asrequired,8.2.2 Radiological history i

30、ncluding prior radiation expo-sure for all personnel involved,8.2.3 Health physics classroom training in the use of radia-tion detection and monitoring devices and procedures forwearing anti-contamination clothing,8.2.4 A radiation work permit based on health physicsradiological survey of the work l

31、ocation,8.2.5 Compliance with radiation work permit requirementsand other special radiation controls unique to each worklocation, and8.2.6 Issuance of dosimetry.8.3 The safety requirements of the facility licensee or hisdesignee must be met when performing all inspection opera-tions.5MNL8,Available

Personnel Requirements, Qualifications, and Training9.1 Individuals who perform visual assessment and coordi-nate coating condition assessment shall be the Nuclear CoatingSpecialist (Guide D 7108) or

33、 personnel judged to be acceptableby the Nuclear Coating Specialist. After visual assessment,should the Nuclear Coating Specialist determine that a specificfollow-up inspection is needed, individuals performing thatinspection shall be trained in the applicable referenced stan-dards of Guide D 5498 a

34、nd the requirements of licenseesQuality Assurance program.10. Inspection Plan10.1 The licensee or his designee shall develop a plantspecific inspection plan to accomplish the objectives of themonitoring program. A visual inspection shall be conducted onall accessible coated surfaces during a walk-th

35、rough. After thewalk-through, thorough visual inspections shall be carried outon previously designated areas and on areas noted as deficientduring the walk-through. The inspection plan shall address thefollowing based on specific licensee or his designee require-ments:10.1.1 A pre-inspection briefin

36、g to familiarize all personnelperforming inspection with objectives of the inspections,procedures to be followed, and precautions to be taken,10.1.2 Monitoring team(s) assignments to specific areas forinspection(s), and10.1.3 Location maps dividing the plant into identifiableareas for inspection act

37、ivities to be issued to inspection teams.The maps shall also identify items/areas requiring specialtesting, if any. The locations of all defects and of all testsperformed shall be recorded on the maps so that additionaltesting, recoating, and further monitoring may be performed.10.2 During walk-thro

38、ugh, visually examine coated sur-faces for any visible defects, such as blistering, cracking,flaking/peeling, rusting, and physical damage.10.2.1 BlisteringCompare any blistering found to theblistering pictorial standards of coatings defects (refer to TestMethod D 714) and record size and frequency.

39、 If the blistersare larger than those on the comparison photographs, measure,record size and extent, and photograph. Report if blisteredportions are intact.10.2.2 CrackingCracking may be limited to the one layerof coating or extend through to the substrate. Measure thelength of the crack or if exten

40、sive cracking has occurred,measure the size of the area affected. Determine if the crackingis isolated or is part of a pattern. Record measurements anddescribe crack depth and pattern on the inspection report.Photograph the area affected.10.2.3 Flaking/Peeling/DelaminationMeasure the ap-proximate si

41、ze of the degraded coating area and note thepattern formed. Carefully test to see if lifting can be easilyachieved beyond the obvious peeled area. Note all observationsincluding location of failure within the coating film, whetherthe failure is cohesive or adhesive, etc., on the inspection reportand

42、 photograph the area affected.10.2.4 RustingCompare with the pictorial standards ofTest Method D 610/SSPC-VIS 2 to determine the degree ofrusting. Try to determine the source of rusting (that is, is itsurface stain caused by rusting elsewhere, or is it a failure ofthe coating allowing the substrate

43、to rust). Photograph theaffected area and record observations on the inspection report.10.2.5 If no defects are found, mark “Coating Intact, NoDefects” on the inspection report.10.2.6 If portions of the coating cannot be inspected, notethe specific areas on the location map-inspection report, alongw

44、ith the reason why the inspection cannot be conducted.10.3 Written or photographic documentation, or both, ofcoating inspection areas, failures, and defects shall be madeand the process of documentation standardized by the facilityowner/operator.10.4 For coating surfaces determined to be suspect, de

45、fec-tive, or deficient, physical tests, such as dry film thickness (TestMethods D 1186 and SSPC-PA2), and adhesion (Test MethodsD 3359, D 4541,orD 6677) may be performed when directedby the Nuclear Coating Specialist. Samples may be gathered,and the size and extent of defective patterns may be descr

46、ibed.10.5 Instruments and equipment needed for inspection mayinclude, but not be limited to, flashlights, spotlights, markerpen, mirror, measuring tape, magnifier, binoculars, camera withor without wide angle lens, and self-sealing polyethylenesample bags.11. Reporting, Evaluation, and Documentation

47、11.1 The coating condition assessment report shall be evalu-ated and approved by the Nuclear Coating Specialist andshould include at least the following information:11.1.1 A list and location of all areas evidencing deteriora-tion,11.1.2 A prioritization of the repair areas into areas thatmust be re

48、paired during the same outage and areas where repaircan be postponed to future outages, keeping the coating undersurveillance in the interim period,11.1.3 Inspection Data SheetsAn example data sheet isgiven in Fig. 1, and11.1.4 Photographic DocumentationAn example locationmap for photographic identi

49、fication is given in Fig. 2. Thelocation and direction of all photographs shall be recorded onthe maps for comparison with past and future photographs andto record existing conditions. Numbers 1 through 22 in Fig. 2depict the location of the photographer and the directions of theview.12.
