Scope1.1 This practice defines the physical protection and controlof moveable property in storage locations.1.2 Generally, organizations should establish and maintaincontr
3、ol of moveable property through means of storage in amanner that will strike a balance between cost of storage andthe degree of protection necessary to mitigate the risk of loss,damage, or destruction.1.3 This practice covers moveable property as defined inTerminology E2135.1.4 This practice is appl
4、icable and appropriate for allmoveable property-holding entities as defined in PracticeE2499.1.5 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety, health, and en

Terminology3.1 DefinitionsFor definitions relating to property andasset management, refer to Terminology E2135.3.1.1 high risk property, nproperty either regulated by law(for example, pharmaceuticals, medical supplies, firearms andammunition, ha

Significance and Use4.1 Provide for the physical protectio
10、n and control ofmoveable property in storage/warehouse locations, and ensurebest value while avoiding undue risk.4.2 This practice establishes a standard approach to storageand warehousing of moveable property.4.3 It is the intent of this practice to provide guidance for aneffective and efficient sy
11、stem in the storage of moveableproperty. Entities adopting this practice shall establish entityspecific policies or procedures, or both, implementing thispractice.4.4 This practice is not intended to be a guide for the storageof material.5. Storage Methodology5.1 An entity shall determine the approp
12、riate cost effectivelevel of physical location information to maintain and commu-nicate in support of the mission of the organization.5.1.1 The storage methodology should include all moveableproperty regardless of ownership or the acquisition methodol-ogy used to acquire the item.5.2 For high ceilin
13、g warehouse areas, maximizing the stor-age capacity by installing racking that allows multiple layers ofhorizontal storage should be researched for cost benefits andefficiencies.1This practice is under the jurisdiction of ASTM Committee E53 on AssetManagement and is the direct responsibility of Subc

17、ganization Technical Barriers to Trade (TBT) Committee.15.3 Moveable property in a storage/warehouse locationshould be identified in some method to indicate ownership.Methods include labeling or marking ownership on the item(s),property bar code tagging of each item, or marking the storagebin or are
18、a and segregating by ownership, etc. Segregation ofan area or rack by owner is not generally required if themoveable property items are individually marked thus ensuringthat ownership is known or interpreted based upon the mark-ings.5.4 Moveable property is stored in an orderly manner topreclude haz
19、ards to personnel or property. Moveable propertyis stored so as not to obstruct access to exits.5.5 Entities shall consider the frequency with which mov-able property items will need to be accessed before assigningphysical locations to that property within the warehouse/storage location. Movable pro
20、perty items that require frequentaccess shall be located in easily accessible areas in order tominimize the time spent storing/retrieving items.5.5.1 Long term storage can be facilitated by having theproperty records indicate “stand-by” or “idle” or somethingsimilar.5.5.2 Items which require recurri
21、ng maintenance or calibra-tion should be marked in the property records and personnelshould ensure the maintenance is conducted on these itemswhile in storage.5.6 An identification marking/naming convention should bedeployed to mark the locations of bins, racks, or areas insidethe storage areas or b
