2、在技术文件上有签署权的人员32.2 在中国登记的民用航空器上放立从事维护修理、加改装、检验或放行的人员。2.3 自愿申请认可的人员u3. 权限和责任1991年4月11:1发，（Ii：在1页航空器适航司AP-65-01 持有民用优空器外籍维修人员认可证的人员与持民航局适航部门颁发r:维修人员执照的人员具有同等的权限和责任。4. 申请与认可4.1 欲取得民航局适航部门认可的外籍维修人员（以下简称申请人）和所服务的中国维修单位，应在申请人开始工作的前一个月向所在地区适航处申请、并提交下列文件：4.1 .1 申请人填写的民用航空器外籍维修员资格认可申请书(AAC-:-088 - (9 / 90) （以

3、下简称申请书）。4.1 .2 民用航空器外籍维修人员服务单位推荐信(AAC-089 (9/90）。4.1.3 申请人的技术简历。4.1 .4 外国政府适航主管部门所颁发的维修人员证件或等效证明的复印件。4.2 经地区适航处审查合格后签发民用航空器外籍维修人员认可证(AAC-090 (9 I 90) （以下简称认可证），复印件存档并报民航局航空器适航司备案。5. 认可证的有效期5.1 认可证的期限最长不得超过原外国证件的有效期5.2 已得到认可证的申请人，如果在其认可证有效期内连续中断认可证上所规定的工作六个月以上者，认可证自行失效。6. 认可证的暂停或吊销第2页1991年4月1l:l发布航空器

4、适航司AP-65-01 6.1 认可证在有效期内，发生下列情况之一时，将被暂停或吊销：. 6.1 .1 持证人出现严重过失或责任事故。6.1 .2 涂改或转借认可证。6.1 .3 民航局适航管理部门确认的其它情况6.2 认可证一经吊销，被吊销人只把在六个月后才可重新申请认可证。7. 认可证的编号认可证的编号由F加地区管理局代号加三位数字顺序号：F ABC 000 ( 1 ）地区管理局代号华北HBA西南XNA新疆一XJR| 顺序号地区管理局代号华东HOA中南ZNA西北XBA东北OBA(2）三位数字为各地区适航处所发认可证的顺序号”8. 费用外籍维修人员认可的受理、审查和颁证按有关规定收取费用19

5、91年4片Il:l .bl:-lJi 第3页航空器适航司A P65-019. 附则9.1 任何外籍人员如欲在中国境内对在中国登记的民用航空器从事维修、放行、检验或进行有关维修管理工作，均可按CCAR-65部的有关规定向民航局适航管理部门提出申请，经考试合格后获得中国民用航空局颁发的民用航空器维修人员执照。9.2 派驻外国或地区（如香港等）的中国维修单位的外籍维修人员可参考本程序执行。9.3 外国制造厂委派的在中国登记的民用航空器上对其产品施行技术服务和加改装的外籍维修人员不受本程序限制。9.4 对在中国登记的民用航空器施行抢侈的外籍修理人员不受本程！字限制。1 o. 本程序由民坑局航空器适航司

Authority

7、The Present procedure is developed in accordance with the provisions of “ CERTIFICATION OF MAINTENANCE ORGANIZATIO N ” CCAR Part 145.and “ C ERTi Fi CA丁IONOF CIVIL AIRCRAFT MAIN丁ENANCEPERSONNE L” C CAR Part 65,which were promulgated by CIVIL AVIATION AO:tllNISTRA TION OF CHINA (Hereinafter abbreviat

8、ed as “ CAAC ”) 2.Applicability This procedure is applicable to the following foreign person-nel, who are in the employment of a maintenance organization located in the PEOPLES REPUBLIC OF CHINA and hold a main-tenance personnel licenses issued by the foreign government Issued April 1,1991 第5页AAO AP

9、-65-01 airworthiness authority. 2.1丁heleadcsof the Engineering .Quality Assurunce or Pro duction Management Departments.and their subordinates of dif ferent levels.who have the authority to put their signatures on technical documents. 2.2丁hepersonnel who can indcpentently undertake main tenance.repa

10、ir.and modification work on civil aircraft registered in the PEOPLES REPUBLIC OF CHINA. 2.3 A voluntary applicant. 3. Privileges. Limitations and responsib ii ity Foreign personnel holding a validation of qualification of civil aircraft foreign maintenance personnel Shall have the same privi leges.L

11、imitations and responsibility as the personnel holding a maintenance personnel License issued by the Airworthiness De partment of CAAC. 4. Application and validation Each foreign person.who applies to the Airworthines.s Auth。一rity of CAAC for the validation. of qualification (hereinafter abbre viate

14、A copy of maintenance personnel License or equiva lent certificate isued by Airworthiness Department of foreign government. 4.2 After examination.Regional Airworthiness Division will issue the “ Validation of qualification of civil aircraft foreign main-tenance personnel” to each applicant who meets

15、 the requirements丁hecopies of validations will keep on file.and report to AAD of CAAC for the record. 5. Duration of validations 5.1丁helongest duration of validations should not over the expiration date of the original foreign certificates. 5.2 If the hofder of the validation discontinues work defin

Suspense or revoke of validations 6.1 The validation will be suspended or revoked.whenever any of the following occurs within duration. 6.1.1 The holder commit a serious mistake

17、 or responsibility incident. 6.1 .2 Alter or lend the validation. 6.1 .3 Another case confirmed by Airworthiness Department of CAAC. 6.2 Once the validation is revoked the holder of validation can only apply for a new one after six months. 7. Numbering of validations The number of a validation consi

20、relevant provisions. 9 Supplementary rules 9.1 Any foreign person.who want to undertake maint enance, release or inspection work on the civil aircraft registered in the Peoples Republic of China or relevant maintenance manegement work within the territory of the Peoples Republic of China may apply t

21、o Airworthiness Department of CAAC for main tenance personnel license under the relevant provisions of CCAR Part 65,After examination.the person who meets the requirements could obtain the maintenance personnel license issued by CAAC. 9.2 Fore19n maintenance personnel who work in the Chinese mainten

22、ance organization sent to a foreign country or re gion (Such as Hongkong ),as a resident representative or person-Issued April 1,1991 第9页AAD AP-65-01 nel may consult this procedure. 9.3 Foreign maintenance personnel ,who are appointed by manufactures to undertake technical service and modification w

23、ork on their products on the civil aircraft registered in the Peoples Republic of China are exempted from this procedure. 9.4 Foreign maintenance personnel who undertake emer gency repair work on the civil aircraft registered in the Peoples Republic of China are exempted from this procedure. 10. The
