Blatt 1 behandelt die Methoden vonKlimauntersuchungen fr Stdte und Siedlungen all-gemein

Das vorliegende Blatt 2 behandeltdie Methoden von Klimamessungen mit bewegtenMessgertetrgern.Die Bercksichtigung der bodennahen Klimaverhlt-nisse und

28、 die Prognose der aufgrund von Planungenoder Eingriffen mglicherweise zu erwartenden loka-len Klimanderungen ist ein Erfordernis der Umwelt-und Daseinsvorsorge. Sie ist bei den meisten Fach-planungen durch Gesetze, Verordnungen und Ver-waltungsvorschriften geregelt. Das Thema berh-rende Gesetze und

BauGB,BImSchG, BNatSchG, BWaldG, ROG, SUPG,UVPG, WHG, WRRLVO, sowie einschlgige Lan-desgesetze, wie LandesNatSchutzG, Landespla-nungsG, LandesKurG, aber auch Landesentwick-lungsplne, regionale Raumordnungsplne und land-schaftspflegerische Begleitplne.Die vorliegende Richtlinie s

32、hennut-zungsplan, Bebauungsplan, Grnplan usw.) und frdie Standortplanung genehmigungspflichtiger Anla-gen u.a. im Siedlungs- und Auenbereich behandelt.IntroductionThe series of guidelines VDI 3785 currently consistsof two parts. Part 1 deals with the methods of climateinvestigations for cities and s

33、ettlements in generaland specifies which kind of investigations are to beconsidered relevant to which climate variables in theplanning of urban or case-by-case climate analysis.The present Part 2 covers the method of climatemeasurements with mobile measurement systems.The consideration of climate co

34、nditions near theground and the forecast of local climate changes thatmight be expected as a result of planning or interfer-ence are a need of environmental precautions andservices of general interest. For sectoral planning,these are usually set forth in acts, ordinances, and ad-ministrative regulat

Acts and regulations relatedto this subject include, for example, the BauGB(Town and Country Planning Code), the BImSchG(Federal Immission Control Act), the BNatSchG(Federal Nature Conservation Act), the BWaldG(Federal Forest Act), the ROG (Federal RegionalPlanning Act), the SUPG (Act on the I

36、ntroduction ofStrategic Environmental Assessment and Implemen-tation of Directive 2001/42/EG), the UVPG (Envi-ronmental Impact Assessment Act), the WHG (WaterResources Act), the WRRLVO (Implementation De-cree of the Water Framework Directive), as well ascorresponding federal state laws, such as the

37、Landes-NatSchutzG (Nature Conservation Acts of the Fed-eral States), the LandesplanungsG (Regional Plan-ning Acts of the Federal States), the LandesKurG(Health Resort Acts of the Federal States), but alsoregional development plans adopted by a Land, re-gional development plans, and landscape conserv

38、a-tion support plans.The purpose of the present guideline is to allow ex-perts to investigate, evaluate, and present local cli-mate conditions by means of mobile climate meas-urement systems, in compliance with planning andmethodology and on the basis of the procedure de-scribed here.Similarly, the

39、climate data needed for this are to becollected and presented in a comprehensive, appro-priate and understandable way. This shall be done ona scale corresponding to the spatial extent of the areaunder investigation or to the task/planning.This guideline deals with the method of climate in-vestigatio

42、er Klimaerfassung eingesetzt oder ergnzendzur Erfassung der klimatischen Parameter mittels stationrer Messnetze (temporre Klimastationen)und Fernerkundungsverfahren (z.B. Thermal-Infrarot-Befliegungen, Satelliten-Thermografie)verwendet.1 AnwendungsbereichAls Klima bezeichnet man den Zustand der Atmo

43、-sphre ber einen bestimmten Zeitraum in einemrumlich begrenzten Gebiet. Soweit sich dort eigen-stndige Klimacharakteristika ausbilden, spricht manim Sinne dieser Richtlinie in Stadt- und Siedlungs-gebieten von Stadtklima, in der Umgebung eines An-lagenstandortes von Standortklima usw. Man grenzthier

44、durch regionales, rtliches und lokales Klima ge-genber dem grorumigen oder globalen Klima ab.Fr Untersuchungen zum Standortklima oder Klimain kleinrumigen Gebieten mit hoher rumlicher Dif-ferenziertheit kommen bevorzugt mobile Messungeninfrage, da stationre Netze wegen der Vielzahl erfor-derlicher M

45、essstationen nicht mehr sinnvoll und wirt-schaftlich vernnftig eingesetzt werden knnen. Er-gebnisse von Fernerkundungsverfahren haben frdiesen Zweck nur einen eingeschrnkten Informa-tionsgehalt, da sie z.B. im thermischen Bereich nurdie Oberflchentemperatur liefern.Unter mobilen Klimamessungen verst

46、eht man imSinne dieser Richtlinie Messverfahren, bei denen deroder die Messwertgeber whrend der Messung nichtortsfest aufgestellt sind, sondern auf einem mobilenGertetrger montiert durch ein als geeignet festge-legtes Untersuchungsgebiet bewegt werden.Werden die Messwertgeber whrend der Fahrt stn-di

47、g betrieben, spricht man von kontinuierlichemMessbetrieb, werden sie nur an bestimmten Gelnde-punkten oder nur in bestimmten Zeitintervallen be-trieben, von diskontinuierlichem Messbetrieb (sieheauch Abschnitt 5).Untersuchungsziele mobiler Klimamessungen sindrumliche Verteilungen der relevanten Klim

48、agrenim Untersuchungsgebiet. Dies knnen in Abhngig-keit von der jeweiligen Fragestellung sein: Lufttemperatur zu festgelegten Tages- und Jahres-zeitenland. To this end, ground-based mobile measurementsystems are used (see also VDI 3785 Part 1).Climate measurements with mobile devices, such asmotor v

49、ehicles, bicycles, trolleys, or backpacks, areeither used as independent methods for the measure-ment of climate or they are used to additionally deter-mine the climatic parameters by means of stationary measuring networks (temporary climatestations) and remote sensing methods (e.g. thermal infrared re-cording flights, satellite thermography).1 ScopeClimate is defined as the state of the atmosphere in aregion over a certain period of time. As far as inde-pen
