3、0.3A stipulates that the ASO be appointed by the Center Director or designee, and acts on behalf of the Center Director when discharging the duties of ASO. It also requires Aviation Safety Officers to be on flight status and current in assigned aircraft, so they are more expert in the current missio

4、n and better understand the risks involved. Since most ASOs are also line pilots, it is more efficient that the work directly for the senior aviation manager responsible for risk management (e.g. Chief, Aircraft Branch). However, the NPG also assigns them the authority to take safety issues “to a hi

5、gher level of management.“ This is interpreted to mean that even though they work for the senior aviation manager, they have a direct line of communication to the Center Director on aviation safety issues, and that this link should be formally represented on the Centers organization chart (usually a

6、s a dotted line from the ASO to the Center Director).
