2、se by all departments and agen- cies of the Department of Defense. 1. SCOPE 1.1 Scope. This specific.ation covers the requirements for the contractors formal demonstration of air launched guided missile systems and aerial target systems including the ground support equipment, test equipment, launch

3、equ2p- ment and ancillary equipment. Whenever the word system or systems is used in this specification it shall mean air launched guided missile system or aerial target system as applicable. 1.2 Purpose. The purpose of the demonstration is as follows: a. To demonstrate the functional compatibility o

4、f all components com- prising the system and its conformity to requirements specified in the contract detail specifications. The system is comprised of the launching equipment, air launched guided missile or aerial target, air launched guided missile or aerial target components, containers and groun

To ascertain the readiness of the system to enter Government evaluation by indicating the achieved level of performance, maintainability, serviceability, and reliability of the system in comparison with perform- ance, maintaina

10、bility, serviceability, and reliability required by the con- tract detail specification. 2. APPLICABLE DOCUMENTS “This section is not applicable to this specification.“ 3. REQUIREMENTS 3.1 Prerequisites for formal demonstration. When the contractor is ready to conduct a contractors formal demonstrat

11、ion, he shall submit his request to NAVAIR in writing for acceptance. A demonstration plan (see 3.6.1) shall be included with the request. The contractor shall submit each system to an acceptance test at the contractors facility. Evidence that each system has passed this test shall be presented to t

12、he cognizant Contract Administration Office (CAO). for demonstration. After fulfilling this requirement each system may be submitted 3.2 Formal demonstration. Upon NAVAIR approval of the prerequisites for formal demonstration the contractor shall conduct a formal demonstration of the system in accor

13、dance with the requirements specified herein or in the applicable addendum to this specification (see 6.1). This demonstration shall be offically witnessed by NAVAIR or a designated representative. 3.3 General 3.3.1 Deviations. Deviations from this specification will not be per- mitted unless specif

14、ically approved by NAVAIR. Deviations may be requested when realistic improvements are attainable and the deviations are fully justified. 3.3.2 Modifications. At the discretion of the contractor and after approval by the Government Test Activity (GTA), such system components ex- cept Government Furn

15、ished Equipment (GFE) as may have been accepted by the government at the source of manufacture, may be modified by the contractor at the test facility or another convenient modification facility for purposes of meeting safety or other specialized requirements at the test facility. 3.3.3 Alterations.

16、 No alterations shall be permitted except after re- quest by the contractor and after approval by NAVAIR. Any such alterations made shall be incorporated in each system or system components remaining to be demonstrated. When NAVAIR determines alterations significantly change the performance of the s

17、ystem, appropriate portions of the demonstration pre- viously completed shall be required to be repeated. 3.3.4 System repair. Systems which fail the tests of 3.4 or 3.5 will be returned to the contractor at the Governments expense and shall be repaired, excluding GFE, at no increase in contract pri

18、ce provided these systems were not damaged or improperly tested by the GTA. 19、ainer construction, or improper transport will be returned to the con- tractor and will be repaired at the Governments expense. Systems which were damaged as a result of improper testing by the GTA will be returned to the contractor and will be repaired at the Governments expense. 3.3.5 Contractor r

20、esponsibility. The demonstration shall be conducted under the technical direction (see 6.3.2) of the contractor. The contractor shall furnish standard test equipment as well as equipment peculiar to the requirements of the demonstration, and items of a recurring nature. Any equipment procured or con

21、structed by the contractor with government funds shall be appropriately marked and shall be disposed of after completion of the contract according to NAVAIR instructions. 3.3.6 Government responsibility. Since demonstrations require the use of government test ranges and other test facilities, the te

All tests conducted on the airborne equipment during the demonstration shall be conducted in accordance with the

29、 contractor furnished test procedures, instructions, and maintenance manuals that shall be delivered with the aerial target system. 3.4 Ground tests 3.4.1 General. The purpose of the ground test program is to: (1) demon- strate the operational procedures involved in preparing the system for flight;

30、(2) verify that the missile or target is ready for flight; (3) demonstrate the functional compatibility of all components comprising the system; and (4) demonstrate compliance with the contract detail specification. compatibility shall include the missile or target vith the ground support equipment

(and packing), servicing, attaching to (and detzching from) launcher or launching aircraft, etc., including proper use of lift points,

32、grips, and special devices for hoisting. Assembly, transporting, and operational checkout procedures shall be demonstrated. 3.4.3 -. Demonstrate access to all components requiring ad- justment OP frequent replacement. The demonstration shall include operations on the system when it is on or off the

33、launcher. 3.4.4 Interchangeability. Demonstrate interchangeability of target ele- ments by random selection of the demonstration elements at the demonstration facility. Unless otherwise specified, the following shall be demonstrated: a. Interchangeability of system sections, components and equip- me

34、nta including those of alternate manufacturing sources where required. be Interchangeability of units of launcher equipment. c. Interchangeability of aircraft interface components of control panels. d. Interchangeability of units of test and Check-out equipment. 3.4.5 %ment. Demonstrate all methods

35、employed in the alignment, ad- justment, and installation of wings, control and stabilizing surfaces, engine, boosters, and other parts or components requiring accurate positioning. 3.4.6 Ordnance. Tests by the contractor with Government and contractor furnished - or electroexplosive devices as inst

36、alled in the system shall dernonstrate that the explosive components do not operate prematurely or improperly by malfunctions, within the system during check out. Safety measures shall be demonstrated. All ordnance components and electroexplosive devices as installed in the system shall have been qu

Demonstrate the use of all system ground support equipment neces

38、sary for checkout of the system. This includes demon- stration of component test equipment, overall systems test equipment, and any special test equipment necessary for determining the readiness of the test equipment. 3.4.8 Readiness. Demonstrate the the required to achieve ready-to-launch condi t i

39、on . 3.4.9 Staxqiby condition. Demonstrate the time that the system can maintain a standby or ready-to-launch condition meets the requirements of the detail specification. 3.4.10 Blast. Demonstrate or determine that the blast wave and jet stream from booster or engine will have no adverse effects on

40、 ground equipment or adjacent structure of the launching aircraft or constitute undue hazard to personnel. 3.4.11 Guidance system. Demonstrate the normal ground preflight checkout procedures used to verify satisfactory component and system operation of the guidance system. 3.4.12 Launch system. Sati

41、sfactory operation of the launch system shall be demons rra t ed . 3.4.13 Flotation (targets). The ability of the target to meet the flotation requirements shall be demonstrated. 3.4.14 Propulsion. Demonstrate satisfactory operation of the propulsion system and conformance with the detail specificat

42、ion. 3.4.15 Safety procedures. Demonstrate all emergency procedures, aborted flight parameters, fail safe jettison techniques and safety features to show compliance with safety regulations. 3.4.16 Retrieval. Demonstrate retrieval methods as specified in the appli- cable detail specification and safe

43、ty measures to helicopter and/or recovery boat crews. 3.4.17 Refurbishment. Demonstrate the airborne vehicle ability to be re- furbished and successfully flown after saltwater immersion, 3.4.18 Maintainability. Demonstrate the maintainability of the system to: a. Determine whether the system meets t

44、he maintainability and main- tenance requirement parameters of the system specification. b. Confirm the applicability of the maintenance concept to be utilized by operating and support activities. Determine the adequacy of the support equipment and technical manuals to permit support of the maintenance concept with a minimum amount of man-hours and materials. d. Determine the extent to which safety considerations have been addressed, in both design and procedure

46、s. e. Determine the training and number of personnel (in quantity and skill levels) required to maintain the system under established maintenance c o nce p t s. f. Determine the facilities requirement for planned maintenance activities, both organizational and intermediate levels. g. Determine impro

47、vements to maintainability or related support characteristics that can be incorporated into the production design. h. Check interchangeability and standardization of system spares and repair parts. 3.5 Flight tests 3.5.1 Purpose. The purpose of the flight test program shall be to demon- strate funct

48、ional capability of the airborne vehicle to meet detail specifi- cations under varying flight and environmental conditions. The flight test program shall demonstrate flight reliability, controllability and operational compatibility with Range Command control and telemetry facilities and other govern

49、ment furnished equipment. These tests shall continue until the required number of systems are tested. It shall be the prerogative of the Government to terminate these tests prior to their completion if the data obtained from the initial flights indicates that conducting the remainder of the tests would not be in the Governments interest. 3.5.2 Test articles. One group of missiles or targets will be allocated to these tests for launching. The individual serial numbers of t
