(b)(1) The following are model codes which have been found to provide a level of seismic safety substantially equivalent to that provided by use of the 1988 National Earthquake Hazards Re

3、ed by the Inter-national Conference of Building Offi-cials, 5360 South Workman Mill Rd., Whittier, Cal. 90601; (ii) The 1992 Supplement to the Build-ing Officials and Code Administrators International (BOCA) National Build-ing Code, published by the Building Of-ficials and Code Administrators, 4051
4、West Flossmoor Rd., Country Club Hills, Ill. 604785795; and (iii) The 1992 Amendments to the Southern Building Code Congress (SBCC) Standard Building Code, pub-lished by the Southern Building Code Congress International, 900 Montclair Rd., Birmingham, Ala. 352131206. (2) Versions of the NEHRP seismi
5、c maps have been adopted along with the NEHRP Recommended Provisions into the BOCA National and SBCC Standard building codes. The seismic zone map in the ICBO Uniform Building Code is also based on one of the USGS maps of horizontal ground acceleration. How-ever, the ICBO map should be used only wit
6、h the ICBO code. Also, it is not ap-propriate to use the NEHRP maps with the ICBO Uniform Building Code, be-cause the design requirements of build-ing codes are keyed to the numerical values of the map they reference. (c) Revisions to the model codes list-ed in paragraph (b) of this section that are
7、 substantially equivalent to or ex-ceed the then current or immediately preceding edition of the NEHRP rec-ommended provisions, as it is updated, may be approved by a DOT Operating Administration to meet the require-ments in this part. (d) State, county, local, or other ju-risdictional building ordi
8、nances adopt-ing and enforcing the model codes, list-ed in paragraph (b) of this section, in their entirety, without significant revi-sions or changes in the direction of less seismic safety, meet the requirements in this part. For ordinances that do not adopt the model codes listed in para-graph (b
9、) of this section, substantial equivalency of the ordinances to the seismic safety level contained in the NEHRP recommended provisions must be determined by the DOT Operating Administration before the ordinances may be used to meet the requirements of this part. (e) DOT Operating Administrations tha
10、t, as of January 5, 1990, required seismic safety levels higher than those imposed by this part in new building construction programs will continue to maintain such levels in force. (f) Emergencies. Nothing in this part applies to assistance provided for emer-gency work or for assistance essential t
11、o save lives and protect property and public health and safety performed pur-suant to sections 402, 403, 502, and 503 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Staf-ford Act), 42 U.S.C. 5170a, 5170b, 5192, and 5193, or for temporary housing as-sistance programs and indi
12、vidual and family grants performed pursuant to Sections 408 and 411 of the Stafford Act, 42 U.S.C. 5174 and 5178. However, this part applies to other provisions of the Stafford Act after a Presidentially declared major disaster or emergency when assistance actions involve new construction or total r
13、eplacement of a building. 41.125 Judicial review. Nothing in this part is intended to create any right or benefit, substantive or procedural, enforceable at law by a party against the DOT, its Operating Administrations, its officers, or any person. (a) This part prescribes the geo-graphic limits of each of the eight standard time zones established by sec-tion 1 of the Standard Time Act, as amended by section 4 of the Uniform Time Act of 1966 (15 U.S.C. 261). It also contains lists of operating except
19、ions granted for specified rail carriers, whose operations cross the time zone boundaries prescribed by this part, au-thorizing them to carry the standard of time on which the major portion of a particular operation is conducted into an adjoining time zone. (b) Any rail carrier whose operations cros
20、s a time zone boundary prescribed by this part may apply for an operating exception to the General Counsel, De-partment of Transportation, Wash-ington, DC 20590. However, each rail carrier for which an operating excep-tion is granted shall, in its advertise-ments, time cards, station bulletin boards
21、, and other publications, show arrival and departure times in terms of the standard time for the place con-cerned. (c) The time zones established by the Standard Time Zone Act, as amended by the Uniform Time Act of 1966, are Atlantic, eastern, central, mountain, Pacific, Alaska, Hawaii-Aleutian, and

(a) The Uniform Time Act of 1966 (15 U.S.C. 260a(a), as amended, requires that the standard time of each State observing Daylight Saving Time shall be advanc
23、ed 1 hour beginning at 2:00 a.m. on the first Sunday in April of each year and ending on the last Sun-day in October. This advanced time shall be the standard time of each zone during such period. The Act authorizes any State to exempt itself from this re-quirement. States in two or more time zones
24、may exempt the easternmost time zone portion from this require-ment. (b) Section 3(b) of the Uniform Time Act of 1966 (15 U.S.C. 260a(b) provides that it is the express intent of Con-gress*to supersede any and all laws of the States or political subdivi-sions thereof insofar as they may now or herea
