1、A-A-55231 = 999997LI 0355342 32b A-A-55 231 September 1, 1993 COMMERCIAL ITEM DESCRIPTION CASE, HANDCUFFS, LEATHER, BLACK The General Services Administration has authorized the use of this Commercial Item Description in preference to MIL-C-40121. Abstract. The leather handcuff case herein described

2、has a snap flap and affixes to a waist belt. It is intended for use by military law enforcement personnel, and designed for stowing military issue handcuffs. Classification. The case, handcuffs, black shall be provided in one type and size. Salient Characteristics. The handcuff case shall be of two

3、piece leather pocket construction capable of belt attachment, and have an overlapping flap equipped with a snap closure. The main body of the pocket shall form the back portion and continue into the overlapping flap. The bottom of the case shall be curved. The sewn-on pocket portion shall be molded

4、to the back portion, creating a cavity for handcuff insertion, excluding leather sidewalls, of a minimum of 5/8 inch. The case, including flap, shall be shaped as indicated in Figure 1. Stitched double edges of body, flap edge and pocket piece, when sewed together shall be sealed with a colorless aq

5、ueous solution similar to gun tragacanth and smoothly burnished. When in a closed configuration, the outside dimensions of the case shall measure 3-3/4 +1/8 inches in width across the top, and The Beneficial comments (recommendations, additions, deletions) and any pertinent data which may be of use

8、ottom. The curvature of the pocket facing, bottom portion, shall be made to a fully curved 1-3/8 inch radius, concentrically sewn to the body, bottom portion. Stitching around body shall be 3/16 inches from edge, All stitching shall be lock-stitch, 4-6 stitches per inch. The main body, back portion,

9、 shall be perforated with two slots, centered, 1/8 inch wide, 2-3/8 inches long, and 1-1/2 inches apart. Ma ter ia 1 Leather: The leather shall conform to any type, class 1 of KK-L-271 and shall be dyed and finished smoothly on the grain side. The leather shall be black in color, insuring a long- la

10、sting lustrous finish. The finished grain side shall be used for all visible facings. Thread, polyester: Twisted multiple (3 minimum) cord soft finish thread at 1700 yards per pound (minimum) or bonded finish thread at 1500 yards per pound (minimum) with either offering a minimum of 24 pounds breaki

11、ng strength may be used. The color of the thread shall be black and exhibit colorfastness to weathering in compliance with good commercial practice. Ends of stitching shall be backstitched or over-stitched not less than 1 inch, except where ends are turned under, or caught in other seams and stitchi

12、ng. Fastener, snap: Snap fasteners shall be steel with black finish consisting of a size 2 button with socket for the female half and a size 2 eyelet with stud for the male half. The button/ socket assembly shall be the characteristic spring clamp type. Label/Taq. Each item shall be individually bar

13、-coded with the type VIII, class 17 label/tag of DDD-L-20. This label/tag shall be located so that it is completely visible on each item and causes no damage to the item. Defects. Bar-code omitted or not readable by scanner, Human- Readable Interpretation (HRI) omitted or illegible. Bar-coded type n

14、ot as specified, code density not as specified. Sizes and Measurements. The finished case shall conform to the dimensions indicated in the above description, and Figure 1. Workmanship. The case shall be clean and free from grease and dirt. Leather components shall be free from any cut, damaged grain

15、, scratch, hole, brand, hip mark and loose spongy leather. Burnished edges shall be smooth and free from roughness. Thread tension shall be maintained so that there will be no loose stitching. Improperly seated, clinched or malfunctioning snap fasteners shall render case unacceptable. The finished case shall be thoroughly cleaned with al

17、l loose thread, lint, and other debris removed. Product Demonstration Model. When required, offerers shall submit samples of their intended production. The Product Demonstration Model will consist of units independently developed. Product Demonstration Models will be analyzed and evaluated by the go

18、vernment. Evaluation criteria and basis for award are contained in the solicitation. Product Demonstration Models will be retained by the government. One (1) Product Demonstration Model approved by DPSC under the resultant contract will serve as a manufacturing standard for the corresponding product

19、ion items delivered under this contract. Offerers are advised that the Product Demonstration Model does not relieve the successful offerer of his responsibility to perform in accordance with the Commercial Item Description specified above. Reaulatorv Reuuirements. The offeror/contractor is encourage

20、d to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable. Quality Assurance Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producers own drawing

21、s, specifications, standards and quality assurance practices. The government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for, under the provisions of the contract. Examination. The lots of handcuff cases shall be ins

22、pected in accordance with “Sampling Procedures and Tables for Inspection by Attributes“, ANSI/ASQC 21.4, published by the American Society for Quality Control. Visual Examination. The inspection level for visual examination shall be II and the AQL 2.5 for visual defects. The sample unit is one handc

23、uff case. Dimensional Examination. The finished case shall conform to the dimensions specified. Any dimension that is not within the established tolerance shall be classified as a defect. The sample unit shall be one case; the inspection level shall be S-3 and the AQL shall be 2.5. 3 Provided by IHS
