On this and many other matters, you have been candid, constructive, and you have sought cooperative relationships, and that is precisely what we seek with China: a candid, con
10、structive and cooperative relationship. We need such a relationship because we have a responsibility to future generations to deepen and expand the peace. I applaud your contributions in working for a denuclearized North Korea, in helping to reconstruct Iraq, and in bringing stability to your neighb
11、or, Afghanistan. I applaud your help and cooperation in fighting the scourge of terrorism. We also have a responsibility to future generations to use the wealth that we generate to educate people, to give them an opportunity to better their lives and the lives of their children. As you said in your
12、interview, we must liberate the creativity and enterprising spirit of our people. We all know that, in the long run, it is their efforts that will achieve our common goal of prosperity and peace, at home and abroad. To help our people we must also work together to ensure that our markets remain open
13、, and that our expanding economic and trade relationship remains transparent and fair. And so I would like to propose a toast to the Premier, and to our Chinese colleagues: Toast to the continued advancement of relations between the United States and China. To a bright future for our nations and our
14、 neighbors, and to the work ahead of us to build a secure, prosperous and peaceful world. Ganbei. 8 Pakistan Plans to Buy Russian or Chinese Jets Instead of US Jets Pakistan has threatened to buy advanced Russian or Chinese combat jets after Washington withdrew financing for a US arms purchase amid
15、a weakening of its strategic relationship with Islamabad. “If funding is arranged, Pakistan will get the F16,“ said Sartaj Aziz, foreign affairs adviser to Nawaz Sharif, the Pakistani prime minister. “Otherwise, we will opt for jets from some other place. “ The Pakistan Air Force is looking at other
16、 options including the Russian SU35, the Chinese J10 and the Chinese J20 stealth fighter, according to a senior foreign ministry official. The US and Pakistan have long had close ties and jointly supported the Taliban rebels who drove Soviet invaders out of Afghanistan in 1989. But the 9/11 terror a
17、ttacks, masterminded by al-Qaeda from Afghan soil, ushered in a more complex period in which US forces helped overthrow the Taliban regime. The US continues to fight the groups militants while Pakistan gives them haven. Washington is also upset by Pakistans support for other Islamist organisations,
18、while President Barack Obama has said Islamabad is moving “in the wrong direction“ by adopting battlefield atomic weapons that increase the risk of a nuclear conflict with India. Although the US has not cancelled the sale of the eight additional F16s for $ 700 million, it has withdrawn the offer of
19、US credit for the contract because members of Congress from both main parties are demanding what one called “behavioural changes“ from Pakistan so that it stops supporting terrorism. “ First the Americans gave us F16s in the 1980s when Pakistan was a close ally and suspended their sale in 1990 only
20、to resume the sale after the 9/11 attacks,“ says one former Pakistan Air Force general. “Even if this immediate matter is resolved, no one in Islamabad will trust the Americans. I fear the feeling in Pakistans policy circles is increasingly to go to the Russians and the Chinese for other planes that

24、应采取一致立场,坚决予以谴责和打击。中国积极参与国际反恐合作。中国已参加了绝大多数国际反对恐怖主义公约,还批准了上海合作组织成员国缔结的打击恐怖主义、分裂主义和极端主义上海公约。 中国主张,联合国和安理会应在国际反恐问题上发挥主导作用。中国支持联合国和安理会通过有关决议, 支持各国加强国际合作与协调。中国坚持,针对恐怖主义的军事行动应目标明确,要避免伤及无辜,不能搞双重标准。一切行动应符合联合国宪章的宗旨和原则及其他公认的国际法准则,有利于维护地区及世界和平的长远利益。 中国认为,恐怖主义属于极少数极端邪恶势力,绝不代表任何民族或宗教,所以不能将恐怖主义与特定的民族或宗教混为一谈。 中国也面临
