2、 ITU-T Recommendation L.63 Safety practice for outdoor installations Summary This Recommendation has the objective to establish safety practices for personnel and operations to provide protection against fire in outdoor telecommunications installations and in shared infrastructures. L.63 (10/2004) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications, informat
4、ion and communication technologies (ICTs). The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldw
5、ide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations is covered by the procedure laid down in WTS
6、A Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administ
7、ration and a recognized operating agency. Compliance with this Recommendation is voluntary. However, the Recommendation may contain certain mandatory provisions (to ensure e.g. interoperability or applicability) and compliance with the Recommendation is achieved when all of these mandatory provision
8、s are met. The words “shall“ or some other obligatory language such as “must“ and the negative equivalents are used to express requirements. The use of such words does not suggest that compliance with the Recommendation is required of any party. INTELLECTUAL PROPERTY RIGHTS ITU draws attention to th
9、e possibility that the practice or implementation of this Recommendation may involve the use of a claimed Intellectual Property Right. 14、tion L.63 Safety practice for outdoor installations 1 Scope The objective of this Recommendation is to provide guidance to administrations on safety practice for personnel and fire protection for outdoors telecommunications installations such as duct systems, manholes, tunnels, aerial, underground a
15、nd buried networks, subscribers, equipments for outside plant, and networks in sewage infrastructures. 2 References The following ITU-T Recommendations and other references contain provisions which, through reference in this text, constitute provisions of this Recommendation. At the time of publicat
16、ion, the editions indicated were valid. All Recommendations and other references are subject to revision; users of this Recommendation are therefore encouraged to investigate the possibility of applying the most recent edition of the Recommendations and other references listed below. 22、th the outside plant. 2 ITU-T Rec. L.63 (10/2004) 3.1 Duct systems In selecting permanent locations for underground structures, future road developments and plans of others utilities should be considered. Manholes should be located away from road intersections, for safety of workers and the public.
23、Use bottom ducts first, use outside ducts first. In the construction or maintenance of duct lines, the projects must first be analysed for compliance with all the security procedures demanded by the administration for workmanship, and full planning information along the route to be constructed or re
24、newed. Complete design plans should be obtained of all the existing installations, including topological and soil information; in addition, safety and signalling supplies and standard shoring and mechanical equipment should be made available.
