The Administrative Commission hel

29、d three meetings between 28 September and 2. .Mr. O.M. Rambech (Norway) was elected Chairman of the Commission at the Fourth Plenary Meeting of the Assembly. The Commission, at its second meeting, elected Mr. J.M.A. Al-Sabah (Kuwait) as its First Vice-chairman and Dr. C. Mgana (United Republic of Ta

30、nzania) as its Second Vice-chairman. 3. Commission. Representatives from 56 Contracting States attended one or more meetings of the 4. 41、e Assembly for 1998,1999 and 2000 and Programme Budget for 2002-2004, and their reference to the Executive Committee as a whole and to Commissions as necessary 7: 1 2000 were referred to the Commission, by the Plenary, for consideration and recommendation. Certain parts of the Annual Reports of the

42、Council to the Assembly for 1998, 1999 and 7:2 At its first meeting the Commission noted the content and presentation of Chapter X (The Organization) of the Annual Reports, Documents 9732,9752 and 9770 and Supplement. The Commission recommends to the Plenary that these parts of the Annual Reports be

43、 approved. 7:3 by the Plenary, for consideration and recommendation. Certain parts of the Programme Budget for 2002-2004 were referred to the Commission, 7:4 At its first meeting the Commission noted the contents of Major Programmes I (General Policy and Direction), VI (Administrative Support), and

46、e Budget of the Organization for 2002, 2003 and 2004 contained in A33-WP/18, AD/2, Corrigenda (A), No. 1 and No. 2 hnd Addendum No. 1 and Corrigendum No. 1. In particular, the President provided an overview of the salient points of the Programme Budget and indicated as priorities for consideration t

47、he Aviation Security and the Universal Safety Oversight Audit Programmes. With the globalization of air transport, safety and security needed to be strengthened with ICAO playing a key role. The President also emphasized that States need to pay their annual assessments at the beginning of the financ

48、ial year. 37:2 The Commission decided to refer the Programme Budget estimates, A33-WP/18, AD/2, Corrigenda (A), No. 1 and No. 2 and Addendum No. 1 and Corrigendum No. 1 along with related items, the Need for Long-Term Planning of the Work of ICAO, A33-WP/109, ADA5 and Corrigendum No. 1 and Investmen

49、ts in Information and Communication Technology, A33-WP/126, AD/16 to the Budget Working Group for consideration and report. The Budget Working Group held two meetings and studied the above-mentioned documents in detail. GENERAL 37:3 The Programme Budget (A33-WP/18, AD/2) contains the detailed work programme of the Organization
