2、-40 which is canceled. 1. Scope. This commercial item description covers racks for holding coats, hats, and umbrellas in an office. 2. Classification. 2.1 Sizes. The racks shall be of the following sizes: Size 1 - Capacity: 4 umbrellas, 4 hats, 6 hangers (102 mm apart minimum). Size 2 - Capacity: 8

3、umbrellas, 8 hats, 12 hangers (102 mm apart minimum) . 3. Salient characteristics. 3.1 Design. The racks shall be single face, freestanding, KD construction designed for heavy duty office use. The racks shall be readily assembled using common hand tools. 3.2 Description. The racks shall have a top a

4、ssembly (minimum two hat storage shelves, 267 to 305 mm deep, not less than 102 mm apart), hanger bar, shelf supports, umbrella holders with drip trays, base assembly, post, and nuts, bolts, screws, or other fastening devices. The hanger bar may be separate from or integral with the bottom hat shelf

5、. The top of the bottom shelf shall be 1.56 m f 50 mm from the floor. 3.2.1 Size 1. The size 1 rack shall include 6 heavy duty wood, metal, or plastic hangers. 3.2.2 Size 2. The size 2 rack shall include 12 heavy duty wood, metal, or plastic hangers. 3.3 Finish. The rack shall have a baked enamel fi

6、nish. The colors shall be in accordance with Fed. Std. No. 595, black (27040), parchment (27769), and gray (26134). The marking label shall have the contractors name or

8、trademark, contract number, NSN (if applicable) and year and month of manufacture legibly marked with permanent dark ink. The marking label shall be affixed to the underside of the bottom shelf and shall not be removable by hand without defacement after being affixed for 4 hours. 3.5 Workmanship. Ed

9、ges and corners shall be eased. Metal shall be free of sharp edges and burrs to prevent injury to personnel or damage to their clothing. The baked enamel finish shall be smooth without runs, grit, wrinkles, tackiness or separation of color. There shall be no defects that affect appearance or service

10、ability. 3.6 Regulatory requirements. The offerer/contractor is encouraged to use recovered materials in accordance with Public Law 94-580, as amended, to the maximum extent practicable. 4. Quality Assurance Provisions. 4.1 Responsibility for inspection. The contractor shall be responsible for the p

11、erformance of all inspection and testing in fulfillment of all requirements specified herein. Unless otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities approved by the Government as suitable for the performance of inspections and tests requi

12、red by this CID. the inspections and/or tests set forth in this CID, as deemed necessary to provide assurance of supply conformance to prescribed requirements The Government reserves the right to perform any or all of 4.2 Bid sample requirements. When specified in the contract or order, a bid sample

13、 of the item specified shall be provided. The bid sample shall be inspected for all requirements of this commercial item description. 4.3 First article requirements. When specified in the contract or order, one sample of each size awarded shall be provided for first article testing and inspection. F

14、irst article testing shall include all tests specified herein. 4.4 Quality conformance inspection. A sample of the finished product shall be selected in accordance with paragraph 4.7 of this CID for - quality conformance verification. The sample shall be examined to verify that the requirements of t

15、his description have been met. nonconformance with the requirements shall be considered a defect. All defects found shall be classified as major/minor in accordance with paragraphs 4.5 and 4.6 of this CID. Any c 4.5 Major defects. Ri

17、vets loose or not set properly. Sharp edges. Preservation, packaging, and packing not in accordance with the requirements of the contract or purchase order. Identification marking missing, wrong, or illegible. Rack bent more than 25 mm. Failure of the hook or receptacle. 4.6 Minor defects. Condition

18、s listed below shall be considered as minor defects affecting the appearance of the finished item. Rough or slivered surface. Burrs. Rough tool markings. Oversized holes. Pitted, stained, or blistered surfaces. Foreign matter embedded in the finish. Painted surfaces contain sags or runs. Components

19、and parts covered with film. Parts, components, overall covered, not free of grease, dirt dust, stains, etc. 4.7 Sampling. The sampling plan shall be in accordance with ANSI/ASQC 21.4 with an inspection level II, Acceptable Quality Level (AQL) of 6.5 percent defective for minor defects and an inspec

20、tion level of II, AQL of 2.5 percent defective for major defects and an AQL of 6.5 percent for total defects. 4.8 Tests. The racks shall comply with the following tests. Failure to comply with these tests shall be cause for rejection. 4.8.1 Rack load test. The rack shall be placed on a level surface

21、 close to a wall. Measure the distance between the highest component and the wall. A weight of 4.54 kg per receptacle shall be suspended from all the hanger positions for five minutes. Measure the distance between the highest component and the wall. A difference in excess of 25 mrn shall be cause fo

The hanger under

23、going testing shall be suspended from its receptacle on the hanger bar with a weight load not less than 13.6 kg for 5 minutes. Then remove the weight. The hanger bar does not need to be assembled to the rack. One half of the load shall be on each side of the stem or hook and be sustained by the shou

24、lder of the hanger within 152 mm of the stem or hook. Any of the following shall constitute failure of the test. The failure of the suspension stem or hook to remain firmly fixed to the shoulder of the hanger. No slippage will be permitted. (Distortion of the hook shall not be considered a failure.

25、However, the hanger shall not drop from its receptacle within the 5 minute time period.) A cut or other deformation in the plastic which is longer than 20 percent of the total diameter of the ball (or similar formation). A deformed receptacle. 5.
