SCOPE. This Commercial Item Description (CID) covers
2、emergency drinking water, packed in commercially acceptable containers, suitable for use by Federal, State, local governments, and other interested parties; and as a component of operational rations. 2. PURCHASER NOTES. 2.1 Purchasers shall specify the following: - Type(s), size(s), and class(es) of
3、 emergency drinking water required (Sec. 3). - When analytical requirements are different than specified (Sec. 6.1). - When analytical requirements need to be verified (Sec. 6.2). - Manufacturers/distributors certification (Sec. 9.1) or Government certification (Sec. 9.2). 2.2 Purchasers may specify
4、 the following: - Packaging requirements other than commercial (Sec. 10). 3. CLASSIFICATION. The emergency drinking water shall conform to the following list which shall be specified in the solicitation, contract, or purchase order. Types, sizes, and classes. Type I - Disposable pouch Size A - 118 m

6、r Type III - Other Class 1 - Thermoprocessed (Type I) Class 2 - Ozone (O3) Class 3 - Ultraviolet light Class 4 - Hot fill Class 5 - Other Methods of Disinfection 4. MANUFACTURERS/DISTRIBUTORS NOTES. Manufacturers/distributors products shall meet the requirements of the: - Salient characteristics (Se
7、c. 5). - Analytical requirements: as specified by the purchaser (Sec. 6). - Manufacturers/distributors product assurance (Sec. 7). - Regulatory requirements (Sec. 8). - Quality assurance provisions: as specified by the purchaser (Sec. 9). - Packaging requirements other than commercial: as specified
8、by the purchaser (Sec.10). 5. SALIENT CHARACTERISTICS. 5.1 Source. Water used in processing this product shall originate from a source approved by the Environmental Protection Agency (EPA), or the governmental agency having jurisdiction. 5.2 Treatment. Any treatment, other than disinfection, to lowe
9、r the Maximum Contaminant Levels (MCL) shall be in accordance with EPA regulations (40 CFR Parts 141 to 149), or the governmental agency having jurisdiction. 5.3 Processing. The water shall be prepared, processed, and packaged in establishments meeting the requirements of 21 CFR Part 129 - Processin
10、g and Bottling of Bottled Drinking Water. Additionally, Type I shall be processed in accordance with the methods in 21 CFR Part 113 - Thermally Processed Low Acid Foods Packaged in Hermetically Sealed Containers. The water shall be processed and packaged so that all requirements of these standards a
11、re met. The water shall remain pure and uncontaminated for a period of at least five years in storage at a temperature ranging from -30C (-22F) to +65C ( 149F). 12、ed. Thermoprocessed filled and sealed flexible pouches shall be thermoprocessed until a sterilization assurance given by a value of (Fo) of not less than 6.0 has been achieved. 5.3.2 Class 2, Ozone (O3). Ozone (O3) shall be added in a manner consistent with 21 CFR Part 184. 5.3.3 Class 3, Ultraviole
13、t light. The ultraviolet light shall be operated and maintained in accordance with the manufacturers directions. 5.3.4 Class 4, Hot fill. The water shall be not less than 82C (180F), or more than 93C (200F). 5.3.5 Class 5, Other Methods of Disinfection. Other methods of disinfection may be used prov
14、ided the water complies with EPA regulations (40 CFR Parts 141 to 149) and finished product requirements. 5.4 Finished product. The finished product shall be prepared and tested for commercial sterilization in accordance with the Good Manufacturing Practices as regulated by the Food and Drug Adminis
15、tration (FDA) under the Food and Drug Cosmetic Act. The product shall be palatable, potable, and free from visible sediment, turbidity, and have been processed in accordance with the methods in 21 CFR Part 129 and 21 CFR Part 113, according to the type of drinking water specified. The emergency drin
16、king water shall conform to 21 CFR Part 165 - Requirements for Specific Standardized Beverages, be properly processed, odorless, colorless, and shall be hermetically sealed in a non-contaminating container. 5.4.1 Flavor and odor. The emergency drinking water shall be free from objectionable foreign
17、flavors and odors (see Sec. 6.1.7). 5.4.2 Color and turbidity. The emergency drinking water shall be colorless and have a Nephelometer Turbidity Unit (NTU) less than or equal to 1. 5.5 Age requirement. Unless otherwise specified in the solicitation, contract, or purchase order, the emergency drinkin
18、g water shall not be more than 90 days old at time of delivery. 5.6 Foreign material. The emergency drinking water shall be clean and free from foreign material including, but not limited to, packaging materials, adhesives, organic particles, or artifacts due to processing. Unless otherwise specified in the solicitation, contract, or purchase order, the analytical and microbiological requirements for the emer
20、gency drinking water shall be as follows: 6.1.1 pH. The pH value of the emergency drinking water shall be not less than 6.0 nor more than 8.0. 6.1.2 Sodium content. The sodium content of the emergency drinking water shall be not more than 160 mg/L Sodium (Na). 6.1.3 Chloride content. The chloride co
21、ntent of the emergency drinking water shall be not more than 250 mg/L of Chloride (Cl). 6.1.4 Coliforms. The total coliform count shall be not more than 0 per 100 milliliters. 6.1.5 Standard plate count. The standard plate count shall be not more than 200 per milliliter. 6.1.6 Turbidity. Not to exce
22、ed 1 NTU. 6.1.7 Foreign odor. Odor of the emergency drinking water shall not exceed 3 Threshold Odor Numbers (T.O.N.). 6.2 Product verification. When USDA or other designated governmental agency verification of analytical and microbiological requirements is specified in the solicitation, contract, o
23、r purchase order, the following procedures will be followed. 6.2.1 Sampling procedures for pH, sodium, chloride, and turbidity analysis. Analysis for pH, sodium, chloride, and turbidity shall be performed on a composite sample. The composite sample shall be 3.8 liters (1 gallon) prepared from five r
24、andomly selected subsamples. Subsamples shall be a minimum of one pouch/container and shall contain the appropriate number of pouches/containers to yield a 3.8 liter (1 gallon) sample when composited. 6.2.2 Sampling procedures for Coliforms, standard plate count, and foreign odor.
