14、echnical Cornrnit-tee CENITC 224 “Machine-readable cards, related device interfaces and operatioris“, the secretariat of which is held by AFNOR. 3 PD CR 13909:2002 Introduction Thin flexible cards (TFCs) are used to automate the controls for access to goods or services such as mass transit, highway

15、toll systems, car parks, vouchers, stored value, etc. For this purpose, TFC data can be written and/or read by machines using various recording techniques such as magnetic stripe, optical character recognition (OCR), bar code, etc.). The cards are preferably made from recyclable material. 4 PD CR 13

16、909:2002 1 Scope This CEN Report specifies the acceptance conditions and criteria for quality assurance of thin flexible cards, in accordance with the quality level the customer or user has required. This CEN Report is applicable to finished products, as defined in EN 753-1 and EN 753-2. 2 Normative

26、bility The size of the batch to be inspected corresponds to the number of discrete boxs. 3.9 critical non-conformity (NCC) an NC which will jeopardize the functional characteritics and the interoperability of the card and (or) significantly reduce the user equipment utilization capabilities 4 Batch

27、acceptance 4.1 Batch and sample requirements 4.1.1 Batch composition Each batch shall be made up of a single type of card with similar composition, manufactured under essentially the same conditions and within the same time period. Each batch subjected to a statistical acceptance inspection shall be

28、 in compliance with the characteristics and test methods defined in the applicable parts of EN 753. 4.1.2 Batch Size The batch size shall be determined by the presentation of the cards submitted for inspection, as shown in Table 1 : Table 1 - Determination of batch size I Case I Batch size 4.1.3 Sam

29、ple composition and size The sample to be taken from the batch shall be determined using a sampling plan given in IS0 2859-1, IS0 2859-2 and IS0 2859-3. NOTE An example is shown in clause 5. Each individual unit in the sample shall be subjected to a visual conformity inspection and a functional insp

30、ection. For the individual designated “discrete box“ 10 samples shall be taken from the box to be inspected. 4.2 Types of non-conformity (NC) Classifications of NC cards are listed in clause 6 where they are directly related to the specified characteristics described in EN 753-1 and EN 753-2. Non sp

31、ecified characteristics which are part of the purchasing requirements 6 should also be taken into consideration and classified as one of the following : PD CR 13909:2002 - minor non-conformity ; - major non-conformity ; - critical non-conformity. 4.3 NC equivalences The inspection is carried out by

32、counting the number of defects with the following equivalence - 1 minor NC = 0,l critical NC (NCC) ; - 1 major NC = 0,4 critical NC (NCC). The defects are counted on each individual included in the sample. Multiple occurrences of the same non-conformity detected on a single individual is counted as

33、1 NCC. 4.4 Transition to reduced or tightened inspection As a general rule the transition of inspection levels will follow the pattern given below in conformity with IS0 2859-1, IS0 2859-2 and IS0 2859-3. In special circumstances such as long time scales or continuous production runs the transitions

34、 could be changed by agreement between the both parties. 4.4.1 Transition to tightened inspection A transition to tightened inspection shall be made after 2 successive rejections. Normal inspection shall be resumed only after subsequent acceptance of 5 batches. 4.4.2 Transition to reduced inspection

35、 A transition to reduced inspection shall be made only after the acceptance of (5) 10 batches. Normal inspection shall be resumed after 1 rejected batch (or production interruption). 4.5 Acceptance of a submitted batch The reject criterion for a batch is compared with the count of (critical) NCCs de

36、tected on sampled individuals and added up in accordance with the equivalence rule set forth in 4.3. If the total number of NCCs is less than the reject criterion specified in clause 5, the batch is accepted. Otherwise the batch is rejected. 4.6 Class In order to reduce cost of acceptance criteria i

37、nspection, a class acceptance routine can be used. Class I is assessed by checking the Type I characteristics only. Class II is assessed by checking the Type I and II characteristics. Class III is assessed by checking the Type I, II and III characteristics. NOTE 1 No correlation exists between the c

38、lass levels defined above and models I, II and III of EN IS0 9000-1, nor inspection levels of IS0 2859-1, IS0 2859-2 and IS0 2859-3. NOTE 2 assurance has been proven. Class acceptance routines shall only be used where the purchaser can be confident that the manufacters quality 7 PD CR 13909:2002 4.7

39、 Inspection Inspection comprises verifying that the product complies with the characteristics defined in EN 753-1 and EN 753-2 and subjected to the batch acceptance criteria with due allowance for the appropriate non-conformity classification given in this report. The controlled characteristics shal

40、l be measured according to the processes defined in EN 753-3, or according to methods applicable to a mass production process which has an uncertainty equal to or better than those described in EN 753-3. Inspections falls into two categories - qualifications tests ; - production tests. 4.7.1 Qualifi

41、cation tests These tests involve checking all the characteristics that define a product. They are applied to the entire sample taken from the manufactured batch. The qualification tests are, for a specific industrial process, in given production facilities. 4.7.2 Production tests These tests involve

42、 checking the class I, II or III. Any other system may be used, provided it is jointly agreed by the supplier and Customer. 5 Sampling plan and acceptance criteria The batch size (number of piece wise cards) is shown in Table 2. (AQL 1) is used at inspection level for general purpose. The figures sh

43、own in Table 2 conform to those described in IS0 2859-1, IS0 2859-2 and IS0 2859-3. 8 PD CR 13909:2002 Table 2 - Batch size 6 Classification of typical defects affecting characteristics 6.1 Introduction This “standard“ classification is not limiting. It is intended as a guide for the inspector to mo

44、dulate his appreciations depending on each material (paper, composite or plastic) and upon the characteristics of the finished product defined for each customer. Certain characteristics defining the support material and measured before the magstripe deposition and printing process (see EN 753-1) sha

45、ll be subjected to an acceptance report drafted before production is started. This report shall be recorded in the final acceptance report. If one report is not available one critical non conformity is corrected in the final acceptance report. The defect classification described hereafter are based

46、on : - the different types of support materials before and after the magstripe deposition, printing and forming operations ; - the aspect and dimensional characteristics of the finished products ; - the magnetic characteristics of the finished products. 6.2 Classification of support material charact

47、eristic types and defects before magstripe depositions and printing Sampling conditions are the following : for each series of checks and tests describe in EN 753-1 the inspections shall be performed in compliance with the particular appropriate standard or the test methods described in the EN 753-3

48、. 9 PD CR 13909:2002 Characteristics Thickness 6.3 Classification of support material characteristics and defects in the finished products 6.3.1 Sampling conditions The checks and tests are performed on finished products, such as : - reels ; - single cards ; - fan-folded cards. For each series of ch

49、ecks and tests, the inspection shall be performed in compliance with the specific standard or the test method for the characteristic defined by EN 753-1 and in compliance with the sampling table, whose size is indicated in Table 1. 6.3.2 Classification of support material defects Defects shall be classified as shown in Tables 3, 4 or 5 as appropriate to the type of support material.
