5、ect investment is likely to fall around the world this year as the global financial crisis causes companies to draw in their horns, according to data from a United Nations agency. 8 In general, the economic globalization will help optimize the allocation of production factors across the world, facil
6、itate international trade and investment liberalization, and develop world economy and trade. 9 The European Commission slashed its economic outlook for the eurozone yesterday, putting even more pressure on the European Central Bank to expand its extraordinary measures aimed at arresting slowing gro
7、wth and fending off deflation. The Brussels forecast, which predicts the currency bloc growing only 1.1 percent next year, down from a forecast of 1. 7 percent just six months ago, is one of the most serious indicators yet that the long hoped-for recovery from the continents debt crisis may be stall
8、ing. The commission acknowledged the EU economy was not only “particularly weak“ as compared to other developed countries, but was also underperforming historic examples of post-crisis recoveries. 10 We look to China to create a more level playing field on which foreign companies are treated fairly
9、so that they can compete fairly with Chinese companies: a playing field where competition policy promotes the welfare of consumers and doesnt benefit just one set of companies over another. We look to China to become an innovative economy that values the protection of intellectual property rights. W
10、e look to China to approve biotechnology advances that are critical to feeding a growing planet on the same timeline as other countries, to move definitively toward a more market-determined exchange rate. And we dont suggest these things because theyre good for us: we suggest that China do these thi
11、ngs for the sake of sustainable growth in China, and the stability of the Asia-Pacific region. 11 Distinguished Guests, Ladies and Gentlemen, On the occasion of the opening of the “Forum on Sino-Africa Cooperation“ , as one of the Honorary Chairmen of the Forum, I would like to extend warm welcome t
12、o all those who have made unremitting efforts for the Sino-Africa friendship and for the trade and economic cooperation between the two sides. China shares with many African countries similar historical experiences. The two sides have always shown sympathy to and supported each other. We have built
13、up a deep friendship in the battles for state independence and national liberation. Today, China and African countries are facing the common task of safeguarding peace and developing economy. China and African countries have carried out sincere, equal, mutually beneficial and rewarding cooperation i
14、n trade and economy and written a new chapter of Sino-Africa friendship. At the crucial moment when mankind is entering the 21st century, experiencing very widespread and great changes, the world is now characterized with accelerated economic globalization. We believe that economic globalization has
15、 reflected the inherent pursuit of the development of productive forces and has been the inevitable outcome of world economic development and scientific and technological progress. Generally speaking, economic globalization promotes the free flow and optimized allocation of essential factors of prod
16、uction in the world, and benefits international communication and exchanges as well as the world prosperity and development. However, when the new international economic order has not been established and countries differ considerably in economic development, the benefits of economic globalization a
17、re not enjoyed in a balanced way. As the dominator, developed countries are benefiting most from economic globalization: but the large number of developing countries is facing more risks and challenges, and some countries are even endangered by marginalization. It has become the common task for all
18、countries to pursue advantages and avoid disadvantages to realize a common development. In order to reach this goal, we must complete two arduous tasks. On the one hand, the international community should make great efforts and give more consideration to the will and demands of developing countries
19、so as to promote the establishment of a fair and rational new international economic order. On the other hand, developing countries should build up a sense of self-protection , learn to make correct assessment of the situation: they should prevent and convert risks, revitalize their national economy
20、 and safeguard economic security by formulating economic policies which conform to their national situations. Facing the new century, we are willing to expand the common views and cooperation and to speed up the development so as to further sharpen our competitive edges and then take the initiative
21、in competition. Alongside the swift development of trade, significant progress has also been made in the Sino-Africa collaboration in other economic areas. Most African countries have signed intergovernmental trade agreements with China, which have established the regular bilateral mixed commissions
22、 on economic, trade and technical cooperation and formulated the mechanism for multilateral or bilateral consultation. Entering the 21st century, the humankind has just started a new centennial journey. We have full confidence that Africa and China shall enjoy a brilliant prospect. Let us join hands
23、 and endeavour to make new contributions to the common interests of the peoples on both sides, and strive for the peace and development of the whole world!
