12、andardForeword (This Foreword is not a part of American National Standard Z359.3-2017.)This standard, national in scope, was developed by an Accredited Standards Committee functioning under the procedures of the American National Standards Institute, with the American Society of Safety Engineers (AS

13、SE) as secretariat.It is intended that every employer whose operations use fall protection equipment within the scope and pur-pose of this standard, will utilize equipment meeting the requirements of this standard. The need for this standards activity grew out of the continuing development of a seri

14、es of fall protection-related standards. The focus is to tie the elements of those standards together and provide the tools with which employers may develop the programs that incorporate those elements. This Z359 Fall Protection Code brings together the administrative requirements of those fall prot

15、ection standards. It should be noted, as in all Z359-series standards, that this standard applies to occupational activities. It is not intended to apply to sports activities such as mountaineering.Neither the standards committee, nor the secretariat, states that this standard is perfect or in its u

16、ltimate form. It is recognized that new developments are to be expected, and that revisions of the standard will be necessary as the state-of-the-art progresses and further experience is gained. It is felt, however, that uniform guidelines for fall protection programs are very much needed and that t

17、he standard in its present form provides for the minimum criteria necessary to develop and implement a comprehensive managed fall protection program.The Z359 Committee acknowledges the critical role of design in influencing the use of proper fall protection equipment. Designs which eliminate fall ha

18、zards through the proper application of the hierarchy of safety controls are the preferred method for fall protection. Design deficiencies often increase the risk for employ-ees who may be exposed to fall hazards: examples are (1) lack of rail systems to prevent falls from machines, equipment and st

19、ructures; (2) failure to provide engineered anchorages where use of personal fall arrest systems are anticipated; (3) no provision for safe access to elevated work areas; (4) installation of machines or equipment at heights, rather than floor/ground level to preclude access to elevated areas; (5) fa

20、ilure to plan for the use of travel restriction or work positioning devices. To that end, this series of standards also provides guidance for design considerations for new buildings and facilities.The Z359 Committee solicits public input that may suggest the need for revisions to this standard. Such

21、 input should be sent to the Secretariat, ASC Z359, American Society of Safety Engineers, 520 N. 30、 contain the following infor-mation:a) a statement that the manufacturers instructions shall be provided, or immediately available, to authorized persons;b) manufacturers name, address, website address and telephone number;c) part number;d) model designation;e) intended use and purpose of the equipm

31、ent;f) warning not to use the lanyards for material han-dling;g) proper method of use and limitations on use of the equipment;h) illustrations showing locations of markings on the equipment;i) reproduction of printed information on all mark-ings;j) inspection procedures required to assure the equipm

32、ent is in serviceable condition and oper-ating correctly;k) anchorage requirements as set forth in Z359.2;l) criteria for discarding equipment which fails in-spection;m) procedures for cleaning, maintenance and stor-age;n) reference to meeting the Z359.3 standard and applicable national regulations

33、governing occu-pational safety;o) capacity;p) space for recording inspection dates.5.2.3 Instructions shall require that only the equip-ment manufacturer or persons or entities autho-rized in writing by the manufacturer shall make re-pairs or alterations to the equipment.5.2.4 Instructions shall req

34、uire equipment to be re-moved from field service if it has been subjected to damage as described by the manufacturer or has received an impact force.5.2.5 Instructions shall require that the authorized person be provided a rescue plan and appropriate training before using the equipment where a sus-p

36、using the equipment;c) using combinations of components or subsys-tems or both which may affect or interfere with the safe function of each other;d) being used in conjunction with a fall arrest sys-tem;e) exposing the equipment to chemicals which may produce a harmful effect and to consult with the

37、manufacturer in cases of doubt;f) using the equipment around moving machinery and electrical hazards;g) using the equipment near sharp edges and abrasive surfaces;h) the need to make only compatible connections and limitations of compatibility;i) proper method of coupling the connector and checking

38、that it is closed and locked;j) reading and understanding instructions and la-bels before use;k) not removing or altering labels.6. USER INSPECTIONS, MAINTENANCE AND STORAGE OF EQUIPMENTEmployers shall ensure that all personnel are trained and comply with all manufacturer instruc-tions regarding the

39、 inspection, maintenance and storage of the equipment, in accordance with ANSI/ASSE Z359.2, Minimum Requirements for a Man-aged Fall Protection Program. The employer shall retain the manufacturers instructions and make them readily available to all personnel. 7. REFERENCESWhen referred to herein, th
