11、tation Aspects of R-DATA Encryption in TINEIA-1 36 1 Statement of Problem Appendix-A allows for encryption of R-DATA only if the TeleService ID indicates Over-the-Air Activation (See TIA-EIA-136-720). Consequently, even if message encryption is enabled, a receiver must be prepared to deal with R-DAT

12、A messages that may or may not be encrypted depending on content. For the first slot of a multi-slot message (Continuation Flag = O) all fields except the Message Type are encrypted. This results in the Teleservice ID being encrypted, effectively hiding the reason for encryption, and making it diffi

13、cult for receivers to reliably identify the teleservice canied in R-DATA messages. This document provides a mechanism that provides for reliable identification of the teleservice contained in an R-DATA message by restricting the transmission mode used for encrypted R-DATA messages. 2. Proposed Solut

14、ion In order to reliably support encrypted transmission of R-DATA messages, both the mobile station (MS) and the base station (BS) shall use ARQ mode transmission on the Digital Traffic Channel (DTC) (see TIA/EIA-136- 133) when sending encrypted R-DATA messages, and may use either ARQ or non-ARQ mod

15、es when sending unencrypted R- DATA messages. On the Digital Traffic Channel, each ARQ BEGIN and ARQ CONTINUE message contains an Encryption Indicator (EI) that indicates whether or not an ARQ Mode frame is encrypted. If signaling message encryption is enabled, and the TeleService ID indicates Over- the-Air Activation, then for all ARQ frames that constitute the R-DATA message, the EI bit shall be set to 1. This indicates that the layer 3 information in the frame is encrypted according to Appendix-A. 1
