The process by which a proposed bill becomes a law can be very complex and take years.【R1】 _Bills may originate in either the H

17、ouse of Representatives or the Senate, except that all bills for raising revenue must originate in the House of Representatives. Only Senators and Representatives(also known as Members of Congress)can introduce a bill in their respective chamber. When bills are introduced, they are given a bill numb

18、er. The numbering system starts over with each session of Congress, and bill numbers run in chronological order according to when the bill is introduced. Bills in the House of Representatives are given the initial H. R. and Senate Bills are given the initial S. Thus, H. R. 1, would be the first bill

These days, she says, producers first compare the incentives offered by the different locations and only then look at their scripts to see which of the places on the shortlist make sense. C

31、alifornias world share of studio films dropped from 66% in 2003 to 34% in 2008, she estimates, and has fallen further since then.The decline in movie-shooting would have been even faster if California had not, last July, also got into the game of giving out incentives. Ten feature films which would

It subsidizes European farmers to such an ext

39、ent that they can undercut farmers from poor countries, who also face trade barriers that largely exclude them from the potentially lucrative European market. Farm trade is also a key feature of the Doha round of trade talks, launched under the auspices of the World Trade Organization (WTO) in Novem

40、ber 2001. Developing countries have lined up alongside a number of industrial countries to demand an end to the massive subsidies Europe pays its farmers. Several Doha deadlines have already been missed because of the EUs intransigence, and the survival of the talks will be at risk if no progress is

41、 made by September, when the worlds trade ministers meet in Cancun, Mexico.But now even the French seem to have gone along with the deal hammered out in Luxembourg. Up to a point, anyway. The package of measures gives the green light for the most eager reformers to move fast to implement the changes

42、 within their own countries. But there is an escape clause of sorts for the French and other reform-averse nations. They can delay implementation for up to two years. There is also a suggestion that the reforms might not apply where there is a chance that they would lead to a reduction in land under

43、 cultivation.These let-outs are potentially damaging for Europes negotiators in the Doha round. They could significantly reduce the cost savings that the reforms might otherwise generate and, in turn, keep European expenditure on farm support unacceptably high by world standards.
