2、f many countries in Europe. That document was the Treaty of Rome, and this year, on March 25, 1997, the European Union celebrated the 40th anniversary of its signing. A revised draft treaty on European Union (The Maastricht Treaty) was presented in Rome on that date. (1) The revised Treaty is a cont

3、inuation of the process towards integration of the countries of Europe that began in 1957.(2) The Treaty of Rome was a historic milestone on the road to European integration, but the foundations had been laid almost ten years earlier. In the aftermath of world War on May 9, 1950, Robert Schuman, For

4、eign Minister of France, proposed the pooling of coal and steel production as part of a Franco-German union.Six founding countries signed the Treaty of Paris in 1951 to form the European Coal and Steel Community (ECSC). A single market in coal and steel was to be set up among signatory countries. (3

5、) Within a few months, all customs and discriminatory practices were swept away. For the coal and steel industries at least, frontiers ceased to exist. The Schuman Plan, as it was known, was the first step towards a united Europe. The signatory countriesItaly, France, Germany, Belgium, Luxembourg an

6、d the Netherlandsformed the building blocks of what know today as the European Union.Six years later European leaders such as Konrad Adenauer, Paul-Henry Spaak and Jean Monnet thought it time to apply the same approach to the entire economies of the six members of the ECSC. (4) The Treaty of Rome es

7、tablished the European Economic Community (EEC) and the European Atomic Energy Community (Euratom) in 1957 and, in effect, marked the relaunching of Europe after the devastating of World War II.The EECs immediate objectives were the establishment of a customs union to promote the four freedoms envis

8、aged by the Treaty of Rome: the free movement of goods, persons, services and capital between the Member States. The Treaty also provided for a number of common policies in areas such as agriculture, external trade, transport and competition. (5) Its aim was to construct a common space in which nati

9、onal and common policies united to ensure stronger economic growth than was possible through the achievements of Member States acting individually.A further advance took place in 1967, when the executives of the three communities were merged to form the European Community. The European Community was

10、 to be served by four main institutionsthe European Commission, the Council of Ministers, the European Parliament and the European Court of Justice.2 At the start of the 21st century, humankind finds itself on a non-sustainable coursethe course that, unless it is changed, could lead to grand scale c

11、atastrophes. At the same time, we are unlocking formidable new capabilities mat lead to more exciting lives and glorious civilizations. This could be either humanitys last century or the century that sets the world on a course toward a spectacular future.(1) We live on a small, beautiful and a total

12、ly isolated planet, but its population is becoming too large; enormous new consumer societies are growing, of which China is the largest; and technology is becoming powerful enough to wreck the planet. (2) We are traveling at breakneck speed into an age of the extremesextremes in wealth and poverty,

13、 extremes in technology and the experiments that scientists want to perform, extreme forces of globalism, weapons of mass destruction and terrorists acting in the name of religion. If we are to survive, we have to learn how to manage this situation.Formidable problems confront us, but this is a book

14、 about solutionsmany solutions. With these solutions we will bring about the change in course, a great 21st century transition. (3) If we get it right, we have an extraordinary future. If we get it wrong, we face an irreversible disruption that could set humanity back centuries. A drastic change is

15、needed in the first half of that 21st century to set the stage for extraordinary events in the rest of the century.(4) Humankind has been able to thrive for thousands of years because nature provided it with resources like topsoil, underground water, fish in the oceans, minerals, oil and wetlands, b

16、ut these resources are finite, like cookies in a jar. We are using up many of these resources, and some dont have substitutes.During the lifetime of todays teenagers, fresh water will run out in many parts of the world, making food production difficult. Many fish species will be too depleted to repl

17、enish themselves. Global warming will bring hurricanes far more severe than Katrina and will cause natural climate- control mechanisms to go wrong. Rising temperatures will lower crop yields in many of the worlds poorest countries, such as those in central Africa, (5) The immense tensions brought ab

18、out by such catastrophes will occur in a time of extremism, religious belligerence and suicidal terrorism, and this will coincide with terrible weapons becoming much less expensive and more widely available.This interconnected set of problems has an interconnected set of solutions.
