12、plication of coatings to the interior surfaces of rail tank cars transporting molten sulfur. It covers surface preparation; selection and application of coating materials; inspection of the completed coating system; and testing using adequate, readily available instruments. This standard provides gu

13、idelines to the builder, owner, shipper, and all those involved in the production and use of rail tank cars intended for the transport of molten sulfur. In addition to adhering to the conditions set forth in this standard, rail tank cars must comply with U.S. Department of Transportation(1)(DOT) spe

14、cifications or Association of American Railroads(2)(AAR) standards. Specification M-10021 required all rail tank cars in molten sulfur service to be inspected and protected by 2003. This standard is not meant to provide a full treatise on corrosion of steel in molten sulfur service because that is a

15、n extensive subject in its own right. The maximum legal life of a railcar is 50 years. Rail tank cars usually do not meet this expectation without special measures and regular maintenance. The life of a rail tank car transporting molten sulfur could be reduced without a protective coating. Industry

16、consensus points to interior coatings as one protective measure for rail tank cars transporting molten sulfur. This standard was originally prepared in 2002 by NACE Task Group (TG) 067 on Interior Protection of Railcars Hauling Sulfur and was revised by TG 067 in 2007. This TG is administered by Spe

17、cific Technology Group (STG) 43 on Land Transportation, and is sponsored by STG 03 on Protective Coatings and LiningsImmersion/Buried. This standard is issued by NACE under the auspices of STG 43. 23、ect the interior surfaces of new and used rail tank cars for transportation of molten sulfur. Appendix A (nonmandatory) describes essential facilities and equipment for the application of a coating system to the interior of rail tank cars. Appendix B (nonmandatory) contains a suggested rail tank car

24、 coating system inspection report form. 1.2 The term “molten sulfur” broadly refers to sulfur in its liquid state. Molten sulfur begins to solidify at temperatures from 110 to 120C (230 to 246F) and is reheated to temperatures from 140 to 150C (284 to 302F) for handling. Factors that could affect co

25、rrosion characteristics include the presence of impurities (ash and carbon), moisture, and gases. 1.3 Liquid coatings used in this standard may be hazardous. Basic safety precautions regarding the handling and application of these materials and solvents shall therefore be used (NACE Publication TPC

26、22contains more detailed information). The material safety data sheet (MSDS) supplied by the coating manufacturer provides additional information relative to the coating and current applicable regulations. _ Section 2: Definitions Car Owner: The person or firm that owns the rail tank car (may also b

27、e the contracting authority). Coat: One layer of a coating applied to a surface in a single continuous application to form a uniform film when dry. Coating: A liquid, liquefiable, or mastic composition that, after application to a surface, is converted into a solid protective, decorative, or functio

28、nal adherent film. For the purpose of this standard, a coating is any type of protective material or materials applied as a liquid in one or more coats to the interior of the rail tank car to act as a barrier between the base metal and the commodity. Coating Applicator: The contracted firm that is e

29、xecuting the work specified. Contracting Authority: The person or firm responsible for the approval and purchase of a completed rail tank car coating system. Discontinuity: A void, crack, thin spot, foreign inclusion, or contamination in a coating that significantly lowers its electrical resistance.

30、 It may also be identified as a holiday or pinhole. Holiday: A discontinuity in a protective coating that exposes unprotected surface to the environment. Holiday Detector: A device that locates discontinuities in a coating applied to a conductive surface. Inspector: A person employed to understand t

31、he applicable specifications and to enforce and ensure the specifications are met and documented, using the necessary instruments and standards as designated by the employer. Interior Coating: Any type of protective material or materials applied as a liquid in one or more coats to the interior of th

32、e rail tank car to act as a barrier between the base metal and the commodity. Lining: A coating or layer of sheet material adhered to or in intimate contact with the interior surface of a container used to protect the container against corrosion by its contents and/or to protect the contents of the

33、container from contamination by the container material. Measurement: An average of three or more film thickness readings for a coating. Pinhole: A coating defect characterized by a small pore-like flaw, which, when extended entirely through the film, appears as a discontinuity. A pinhole in a single

34、 coat of a multicoat system may not indicate a discontinuity. Pit: A single location within a corroded area that takes the form of a cavity. Pitting: Localized corrosion of a metal surface that is confined to a small area and takes the form of cavities called pits. Quality Assurance: Those planned a

35、nd systematic actions necessary to provide specified documentation and adequate confidence that the rail tank car coating system will perform satisfactorily in service. Quality Control: Those quality assurance actions related to the physical characteristics of the entire coating systems application

36、as a means of providing compliance with specified requirements. Reading: A single film thickness gauge determination of a coating. 37、ed container at a temperature range specified by the coating supplier) before application. _ Section 3: Responsibilities of the Contracting Parties 3.1 Contracting Authority 3.1.1 An inspection of the coating applicators facilities and equipment should be conducted before the coating project is sent

38、 out for bids. 3.1.2 A prejob conference may be scheduled prior to beginning the coating work. The prejob conference should include representatives of the contracting authority, inspector, coating manufacturer, and coating applicator. 3.1.3 This standard shall be reviewed along with any other relate

39、d specifications at the prejob conference. Any points of potential misunderstanding regarding pertinent standards shall be clarified. 3.1.4 Inspection forms shall be approved by the contracting authority. 3.1.5 Quality assurance shall be the responsibility of the contracting authority. 3.1.6 The con

40、tracting authority shall provide to the coating applicator in writing any information regarding the last consignment carried in the rail tank car to be coated that is deemed essential for the coating applicator to know in order to allow for safe entry and to prepare the surface properly for applicat

41、ion of a coating system. 3.1.7 The contracting authority, in consultation with the coating manufacturer, shall specify the type of coating, the color, the level of surface preparation, the number of coats to be applied, and the minimum and maximum allowable film thickness for each coating. 3.2 Coati

42、ng Applicator 3.2.1 The quality control supervisor and responsible shop supervisory personnel directly involved in the coating application shall be present at the prejob conference scheduled by the contracting authority. 3.2.2 Quality control shall be the responsibility of the coating applicator. 3.

43、2.3 Authorized shop personnel and representatives of the contracting authority shall have suitable access to all areas where work is in progress on the subject rail tank car. 3.2.4 The coating applicator shall ensure that the work is being performed in compliance with all applicable AAR and other re

44、gulations. 3.2.5 Subject to all applicable regulations, the coating applicator is responsible for personnel safety in the handling, application, and disposal of the specified coatings. A current MSDS for each component of a coating system to be applied shall be retained on file and made available, i

45、n accordance with applicable regulations, to each person using the materials. 3.2.6 Current surface preparation and coating application instructions shall be retained at the application site. 3.2.7 The coating applicator shall forward the completed inspection forms to the contracting authority and r

46、etain a copy on file for a minimum of one year for each coating system installation. 3.2.8 The coating applicator shall inform both the contracting authority and the coating manufacturer if an application problem arises that significantly affects the quality of the finished coating system. 3.2.9 If

47、the coating applicator is inexperienced or unfamiliar with the specified coating system, the coating applicator shall obtain technical assistance from the coating manufacturer. 3.2.10 The contracting authority shall approve all metal repairs to the interior of the rail tank car. All AAR and DOT requ

48、irements for such repairs shall be met. 3.2.11 The only materials added to the coating (such as thinners) shall be those recommended by the coating manufacturer. 3.2.12 Documentation shall be maintained verifying shop personnel qualifications for preparation and application of interior coatings. 3.3 Coating Manufacturer 3.3.1 Technical assistance for application prob
