11、tional i _ Foreword This standard recommended practice encompasses the requirements for expert application of a quality coating system to exterior surfaces of steel rail cars that have been prepared in accordance with a specified, recognized standard. It is intended to complement NACE Standards RP03

12、861and RP0295.2Qualified inspection of the completed coating system and testing by the use of adequate, readily available instruments are also covered in this standard. Coating manufacturers, coating applicators, and those who have contracting authority for rail car coating installation should be ab

13、le to use this standard to determine the facilities, equipment, and personnel needed to satisfy the requirements for rail car exterior coating systems. This NACE standard was originally prepared in 1992 by Task Group T-14C-2, a component of Unit Committee T-14C on Rail Equipment Corrosion. It was re

14、affirmed in 1997 by Unit Committee T-14C, and again in 2003 by Specific Technology Group (STG) 43 on land Transportation. This standard is issued by NACE under the auspices of STG 43. 18、International 1 _ Section 1: General 1.1 This standard describes procedures for the application of a coating system to the exterior surfaces of steel rail cars. The procedures cover all rail cars in general; however, some sections apply to a particular type (e.g., hopper, tank car). 1.2 The requirem

19、ents for surface preparation, coating application, inspection, and quality tests necessary for externally coating a rail car are covered in this standard. 1.3 This standard calls attention to basic safety precautions regarding the handling and use of coating materials and solvents. Chapter 1 of NACE

20、 Publication TPC 23contains more detailed information. Material safety data sheets (MSDS) supplied by the coating manufacturer provide spec-ific safety information. 1.4 Appendix A describes essential facilities and equip-ment for the application of a coating system to the exterior of rail cars. _ Se

21、ction 2: Definitions Catalyzed Coating: A coating consisting of two or more components, which, after combining and mixing the compo-nents, has a limited pot life. One of the components is com-monly called a catalyst, converter, or accelerator. Coat: One layer of a coating applied to a surface in a s

22、ingle continuous application to form a uniform film when dry. Coating Applicator: Firm that is executing the specified work. Coating System: The complete number and types of coats applied to a substrate in a predetermined order. (When used in a broader sense, surface preparation, pretreat-ments, dry

23、 film thickness, and manner of application are included.) Contracting Authority: Person(s) responsible for the approval of a completed rail car coating system. DFT: Dry-film thickness. DFT Measurement: An average of three DFT readings.4DFT Reading: A single DFT gauge determination. Pot Life: The ela

24、psed time within which a coating can be effectively applied after all components of the coating sys-tem have been thoroughly mixed. Quality Assurance: Comprises all those planned and sys-tematic actions necessary to provide specified documen-tation and adequate confidence that the rail car coating s

25、ys-tem will perform satisfactorily in service. Quality Control: Comprises those quality assurance actions related to the physical characteristics of the entire coating systems application as a means of providing com-pliance with specified requirements. Shelf Life: As defined by the coating manufactu

26、rer, maxi-mum length of time before application that a coating can be stored in an unopened manufacturer-sealed container at a temperature range specified by the coating manufacturer. _ Section 3: Areas of Responsibility 3.1 Contracting Authority 3.1.1 The applicators coating facilities and equipmen

27、t shall be inspected. Such inspection should be con-ducted before the coating project is sent out for bids. 3.1.2 A prejob conference may be scheduled prior to the beginning of the coating work. The conference shall include representatives of the contracting author-ity, inspection agency, coating ma

28、nufacturer, and coat-ing applicator. The applicator shall include in this con-ference his/her quality control supervisor and respon-sible shop personnel directly involved in the coating application. 3.1.3 This standard shall be reviewed along with any other related specifications at the prejob confe

29、rence. Any points of misunderstanding regarding pertinent standards shall be clarified. 3.1.4 Inspection forms shall be approved by the con-tracting authority. 3.1.5 Quality assurance shall be the responsibility of the contracting authority. RP0692-2003 2 NACE International 3.1.6 The coating applica

30、tor shall be provided with any information regarding the history of the car to be coated that is deemed essential for the applicator to know in order to prepare the surface properly in a safe and responsible manner for reception of a coating system. 3.1.7 The contracting authority shall specify the

31、type of coating, color, number of coats to be applied, and mini-mum and maximum allowable dry film thicknesses. 3.2 Coating Applicator 3.2.1 The quality-control supervisor and responsible supervisory shop personnel directly involved in the coating application shall be present at the prejob con-feren

32、ce scheduled by the contracting authority. 3.2.2 Quality control shall be the responsibility of the coating applicator. 3.2.3 Suitable access shall be provided for shop per-sonnel and coating inspectors when work is in progress on subject cars. 3.2.4 Assurance shall be given that the work is being p

33、erformed in compliance with all applicable AAR,(1)Transport Canada,(2)FRA,(3)DOT,(4)and other perti-nent regulations. 3.2.5 The coating applicator is responsible for person-nel safety in handling, application, environmental regul-ations, and disposal as it relates to the specified coat-ings. Relevan

34、t information should be obtained from sources such as MSDS supplied by the coating manu-facturer. 3.2.5.1 Safety information in MSDS and environ-mental regulations pertaining to the coating appli-cation site shall be followed. 3.2.6 Current application instructions shall be reviewed by the personnel

35、 directly involved in applying the coat-ing materials. 3.2.6.1 Current application instructions shall be retained at the application site. 3.2.7 When required, the coating applicator shall pro-vide approved inspection forms and forward the com-pleted forms to the contracting authority, retaining a c

36、opy on file for a minimum of one year for each coating system installation. 3.2.8 The coating applicator shall inform both the con-tracting authority and coating manufacturer when an application problem that can affect the quality of the fin-ished coating system or significantly alter the delivery s

37、chedule arises. 3.2.9 The coating applicator shall obtain technical assistance from the coating manufacturer if the appli-cator is inexperienced or unfamiliar with the specified coating system. 3.2.10 The contracting authority shall approve metal repairs to the exterior of the rail car before such r

38、epairs are initiated. AAR/DOT requirements shall be met. 3.3 Coating Manufacturer 3.3.1 Technical assistance for application problems shall be supplied when requested by the contracting authority and/or applicator. 3.3.2 MSDS with current regulations for each com-ponent of a coating system and curre

39、nt application instructions shall be sent to the coating applicator before the coating is applied. 3.3.3 The coating manufacturer shall keep both the contracting authority and coating applicator informed of any significant changes in the coatings such as form-ulation, quality control, and supply. 3.

40、3.4 Technically competent representative(s) of the coating manufacturer shall participate in the prejob con-ference scheduled by the contracting authority. 3.3.5 Containers of each component of the coating system shall display product identification and batch numbers. _ Section 4: Surface Preparatio

41、n 4.1 Steel rail cars vary greatly in purpose, design, and fab-rication procedures. The ideals for proper construction to receive a coating may not always be economically feasible. The conditions in Paragraph 4.2 are desirable and attain-able. The contracting authority, applicator, and manufact-urer

RP0692-2003 NACE International 3 4.2 The contracting authority, the coating supplier, and the coating applicator shall use NACE Standard RP01785in reaching an agreement as to the condition of the welds and their

44、repair procedure. 4.2.1 Any sharp points and edges, burrs, or irregular surfaces of less than approximately 3 mm (0.125 in.) radius or of a size that would interfere with the applic-ation of a continuous coating shall be repaired as addressed in the prejob conference. 4.2.2 The treatment of weld sla

45、g, spatter, and flux shall be addressed in the prejob conference. 4.3 Surface contamination by organic material such as oil shall be removed with solvents according to SSPC(5)-SP 16or other effective cleaning methods before dry abrasive blasting. 4.4 Parts including, but not limited to, hatch covers

46、, hatch rings, outlet valves, vents, and handbrakes that will not be coated shall be removed or protected prior to blasting. 4.5 Surfaces shall be prepared for coating in accordance with the coating manufacturers recommendations. If a min-imum commercial blast (NACE No. 3/SSPC-SP 67) is required, th

47、e following points through Paragraph 4.9.3 shall apply: 4.5.1 The compressed air used for blasting shall be free of water and oil. 4.5.1.1 The cleanliness of the air shall be deter-mined by blasting without abrasive into a white cloth for 60 seconds. If oil or water appears on the cloth, the trap and separators shall be blown down until subsequent cloth tests show no oil or water contamination. Refer to ASTM(6)D 4285.84.5.2 The blasting abrasive shall be angular, clean, dry, and of a suitable hardness and mesh size to pro-duce a profile on the blasted surface that is recom-mended by t
