The Counci

18、l, at the thirteenth meeting of its 158th Session on 8 December 1999 and the Air Navigation Commission at the tenth meeting of its 152nd Session on 30 November 1999, acting under authority delegated by the Council, took action as indicated hereunder, on the Report of the Third CaribbeadSouth America

19、n Regional Air Navigation Meeting (CAWSAM3). 2. In accordance with the Directives to Regional Air Navigation Meetings (Doc 8144/6), the CAWSAM/3 meeting classified some of its actions as “Conclusions“ with the intent that they would not require formal action by the Council or the Air Navigation Comm

20、ission. This explains the gaps that occur in the sequential numbering of recommendations and conclusions in this Supplement. In any cases where the Council and the Air Navigation Commission have decided otherwise, the actions taken by them on such conclusions have been included in this Supplement. A

21、 complete list of recommendations and conclusions is contained in Section (iii) of the introductory text in the report of the meeting (Doc 9749). 3. The recommendations and conclusions of the meeting, unless otherwise qualified in the text or in the action taken thereon by the Council or by the Air

22、Navigation Commission under delegated authority, apply only to the Contracting States whose territories or dependencies are located partially or wholly within the geographical area considered by the meeting and those located outside that area, which have notified ICAO that aircraft on their register

23、 or aircraft operated by an operator whose principal place of business or permanent residence is located in such States, operate or expect to operate into the area, or which provide facilities and services affecting the area. 4. Recommendations and conclusions for action by States are addressed to I

24、CAO Contracting States only. Implementation of those recommendations and conclusions related to facilities and services is governed by Article 28 of the Convention. Inclusion under some of the recommendations and conclusions of facilities and services in non-Contracting States and territories is sim

25、ply a recognition that they are needed by or likely to affect international civil aircraft operations of Contracting States or the facilities and services of those States. 5. The Secretary General will arrange for the normal follow-up action in respect of recommendations and conclusions as appropria

26、te. Where special action is required to be taken by the Secretary General, this is indicated in the text of the action taken by the Council or the Air Navigation Commission.
