The Council, at the tenth meeting of its 152nd Session on 1 December 1997 and the Air Navigation Commission at the sixth meeting of its 146th Session on 21 October 1997, acting under authority delegated

4、by the Council, took action as indicated hereunder, on the Report of the Seventh Africa-Indian Ocean Regional Air Navigation Meeting (AFI/7). 2. In accordance with the Directives to Regional Air Navigation Meetings (Doc 8144/6), the AFI/7 meeting classified some of its actions as “Conclusions“ with

5、the intent that they would not require formal action by the Council or the Air Navigation Commission. This explains the gaps that occur in the sequential numbering of recommendations and conclusions in this Supplement. In any cases where the Council and the Air Navigation Commission have decided oth

6、erwise, the actions taken by them on such conclusions have been included in this Supplement. A complete list of recommendations and conclusions are contained in Section (iii) of the introductory text in the report of the meeting (Doc 9702). 3. The recommendations and conclusions of the meeting, unle

7、ss otherwise qualified in the text or in the action taken thereon by the Council or by the Air Navigation Commission under delegated authority, apply only to the Contracting States whose territories or dependencies are located partially or wholly within the geographical area considered by the meetin

8、g and those located outside that area, which have notified ICAO that aircraft on their register or aircraft operated by an operator whose principal place of business or permanent residence is located in such States, operate or expect to operate into the area, or which provide facilities and services

9、 affecting the area. 4. Recommendations and conclusions for action by States are addressed to ICAO Contracting States only. Implementation of those recommendations and conclusions related to facilities and services is governed by Article 28 of the Convention. Inclusion under some of the recommendati

10、ons and conclusions of facilities and services in non-Contracting States and territories is simply a recognition that they are needed by or likely to affect international civil aircraft operations of Contracting States or the facilities and services of those States. 5. The Secretary General will arr

11、ange for the normal follow-up action in respect of recommendations and conclusions as appropriate. Where special action is required to be taken by the Secretary General, this is indicated in the text of the action taken by the Council or the Air Navigation Commission.
