They are in conformity with the delegation of authority given to the Committee by the Council in regard to panels. The d
3、ocument is primarily directed to panel members. As experience has shown that panels should carry out their work as informally as practicable, only broad directives and guidance were established for the conduct of panel business. The document also includes information that will assist States in under
4、standing the operations of panels, in determining their ability to nominate a panel member, and in choosing a member and instructing him in his duties. Purpoee and Determination of Need 1.1 Panels of the Air Transport Committee are technical groups of qualified experts formed by the Air Transport Commi
8、ttee to advance, within specified time frames or on a standing basis, the solution of specialized problems which cannot be solved adequately or expeditiously by the established facilities of the Air Transport Committee and the Secretariat. The use of panels has evolved from the need to bring togethe
9、r the best available experts to examine specialized problems and to find technically feasible solutions which would be acceptable to Contracting States as a whole. 1.2 The determination of the need for a panel is normally made by the Air Transport Committee. 2. Methods of Operation 2.1 Panels work u
10、nder the direct control of the Air Transport Committee. They conduct their business by correspondence and meetings. Usually, their work commences by correspondence and a meeting is held when the results achieved by correspondence have to be finalized or no further progress can be made through corres
11、pondence. 2.2 Panels may conduct their business between meetings by means of working groups, if necessary. If so, this shall be done with full consideration for the efforts and costs involved. To ensure effective and economic use of resources available for the work of panels, careful consideration s
12、hould be given by panels to the determination of the least number of working groups required to advance the work. 2.3 Panels are encouraged to work as informally as possible because this allows full freedom of expression. Also, experience has shown that tasks are completed more expeditiously when bu
13、siness is done on that basis. Terme of Reference a
14、nd Work Programme 3.1 When a panel is established, the Air Transport Committee establishes its terms of reference and work programme. 3.2 The terms of reference define clearly and concisely the nature and scope of the work assigned to the panel and specify the objectives sought by the Air Transport
15、Committee. The terms of reference are revised by the Air Transport Committee vhen this becomes necessary. 3.3 The work programme comprises a list of detailed items within the assigned terms of reference. The Air Transport Committee may, when appropriate, set time limits for completion of the work pr
16、ogramme or of individual items of the work programme, or give other directions as necessary. The work programme is revised by the Air Transport Committee as necessary, normally after each substantive phase of the panels work, such as following a meeting. 3.4 Each panel shall adhere to its prescribed
17、 terms of reference and work programme. However, a panel may suggest to the Air Transport Committee, normally in a panel meeting report, modifications or additions to its tem of refer- ence or work programme. These shall be supported by adequate explanations. 4. Membership 4.1 experts to serve on pa
18、nels in the Air Transport field: The following guidelines apply to the selection of a) membership on a panel should normally be from 12 to 15; b) all States should be invited to nominate members ; c) any nomination of a member must be supported by an indication of the nominees qualifications; d) mem

20、O047633 466 e) the Air Transport Committee should review and revise the membership at any time such action is considered desirable in the interests of the panels work. 4.2 When the nominations are received, the Air Trans- port Committee decides on the actual membership. If the number of nominations
21、received is not sufficient or if the balance of expertise or area representation is unduly disturbed, the Air Transport Committee may consider whether it is necessary to address States again. 4.3 When a panel has been established, all Contracting States will be informed of its membership. Any nomina
22、tions for additional members will be considered by the Air Trans- port Committee in accordance with paragraph 4.1. 4.4 A State may wish to replace its nominated member by another person. In such a case, the new nomination will be referred to the President of the Council for decision and subsequent i
23、nformation to the Air Transport Committee. 4.5 If a panel member ceases to be available to serve on the panel, fails to attend two successive panel meetings or is otherwise known to have become inactive in the work of the panel, the Secretary General will approach the State concerned to ascertain wh
24、ether a replacement will be nominated. In the event that no replacement is nominated by the State concerned within a reasonable period, the President of the Council will decide as to which other State(s) should be invited to nominate a member, nomina- tions being referred to the Air Transport Commit
