SCOPE. This commercial item description covers

2、 hand tiles used for sharpening bandsaw bladeshaving well-rounded gollets.2. CLASSIFICATION. Not Applicable3. SALIENT CHARACTERISTICS.3.1 Desire. The file shall have all sides of equal width from heel to point; all edges shall be straight andparallel from heel to point, and shall be single-cut on al

3、l sides. Edges shall be rounded and set (bluntedbefore and after the surface cuts), and then cut with at least two parallel rows of teeth. The file shall be of a carbon alloy steel.3.4 Shall be of a conventional shape and size suitable for attachment to a wood handle.Tempered to a maximu

7、m hardness of 45 on the Rockwell C scale when tested per ASTM E 18. It shallbe measured at a point approximately midway of its length and width.3.5- Shall be designed for fast cutting and minimize clogging. Uniformly cut or etched and ofumiform height throughout the fully cut portion. Cutting surfac

8、es shall be hardened to a uniformhardness. The distance between the heel and point of the file, excluding the tang, shall be hardened tonot greater than 68 nor less than 64 on the Rockwell C scale when tested per ASTM E 18. The file shallbe free from decarburization and brittleness.3.6 Marking, The

9、file shall be mmked with the name of the manufacturer or with a trademark of suchknown character that the source of manufacture maybe readily determined,3.7 Workmanship. The teeth of the file shall be well-defined, sharp, and uniform in height and form.There shall be no evidence of rust or other def

10、ect which may impair serviceability, durability orappearance.4. REGULATORY REQUIREMENTS.4,1 Recovered Materials. The offerorcontractor is encouraged to use recovered materials to themaximum extent practicable, in accordance with paragraph 23.403 of the Federal acquisition Regulation(FAR).4.2 Metric

11、uroducts. Products manufactured to metric dimensions will be considered on an equal basiswith those manufactured using inch-pound units, provided they fall within the tolerances specified(using conversion tables contained in the latest revision of Federal Standard 376) and all otherrequirements of t

12、his document are met. If a product is manufactured to metric dimensions and thosedimensions exceed the tolerances specified in the inch- pound units, a request should be made to thecontracting officer to determine if the product is acceptable,5. PRODUCT CONFORMANCE.5.1 Product Conformance. The produ

13、ct provided shall meet the salient characteristics of thisCommercial Item Description, conform to the producers own drawing, specifications, standards, andquality assurance practices, and be the same product offered for sale in the commercial market, Thegovernment reserves the right to require proof

14、 of such conformance.5.2 Responsibility for Inspection. Unless otherwise specified, the contractor is responsible for theperformance of all inspection requirements and may use any commercial facilities (including thecontractors own facilities) suitable for performance of the inspection requirements,

15、 unless disapprovedby the Government. The Government reserves the right to perform any of the inspections deemednecessary to assure the item conforms to the specified requirements.6. PACKAGING. Preservation, packaging rmd markhg shall be as specified in the contractor order.7. NOTES. This section co
