17、European Standard does not fall under any Directive of the EC. In the relevant CEN/CENELEC countries these A-deviations are valid instead of the provisions of the European Standard until they have been removed. 18、port Code, Livre III : Pratique sportive, Titre II: Obligations lies aux activits sportives, Section 3: Etablissements organisant la pratique de la plonge subaquatique defines the safety and technical requirements for the scuba diving service providers. This regulation determines some parameters for

19、 the diver himself, the dive leader and the scuba diving instructor, but also for the service supervising. The French Sport Code is strengthened by its recognition at European level for the scuba instructors: a permanent European derogation was granted to France by a Commission Decision MARKT/D4/833

20、9/200-EN) dated 2000-07-25. The divers qualifications remain very close to the problematic. Clause 1. Scope This part of ISO 24801 specifies the competencies required of a scuba diver in order to obtain a scuba diver qualification from a training organization attesting that he/she has met or exceede

21、d scuba diver level 3 (“Dive leader”), and specifies evaluation criteria for these competencies. It also specifies the conditions under which training is provided, in addition to the general requirements for recreational diving service provision in accordance with ISO 24803. This part of ISO 24801 a

22、pplies to training and evaluation in recreational scuba diving. Incompatibility in the level of requirements and experience leading to certification do not provide, in our point of view, the necessary and sufficient conditions for safety practise : Sport Code : “All these certificates or licences mu

43、and measures necessary to ensure safe conduct of recreational scuba diving activities, including briefing, planning, conduct and control, emergency procedures and de-briefing4 Competencies of a recreational scuba diver at level 3 (“Dive leader”)Scuba divers at level 3 shall be trained such that when

44、 assessed in accordance with Clause 11 they are deemed to have sufficient knowledge, skill and experience to plan, organize and conduct their dives and lead other recreational scuba divers in open water.Scuba divers at level 3 are qualified to:a) conduct any specialized recreational scuba diving act

45、ivities for which they have received appropriate training;b) plan and execute emergency procedures appropriate for the diving environment and activities.Scuba divers at level 3 may help to control students and improve safety but may not assess or teach any skills or knowledge to students.In order to

46、 be qualified to lead scuba divers who have previously satisfactorily completed an introductory scuba experience in accordance with ISO 11121 on excursions to a maximum of 12 m, scuba divers at level 3 shall receive additional training in accordance with Annex A.If diving and environmental condition

47、s are significantly different from those previously experienced, a scuba diver at level 3 requires an appropriate orientation with regard to local environmental conditions. 2 ISO 2014 All rights reservedBS EN ISO 24801-3:2014ISO 24801-3:2014(E)In order to lead scuba divers on dives which have more d

48、emanding operational parameters a scuba diver at level 3 shall have appropriate specialized training and experience. Examples of such dives include: night dives; limited visibility dives; dives in underwater currents (e.g. drift dives); deep dives; wreck dives; dry suit dives.Where further scuba div

49、ing instruction is required, in order to meet the above mentioned competencies, this can only be provided by a suitably qualified scuba instructor.5 Prerequisites for training5.1 GeneralThe service provider shall ensure that the client fulfils the following prerequisites to take part in the training course envisaged.5.2 MinorsDocumented parental or legal guardian consent shall be obtained when the applicant is a minor.5.3 Health requirementsDocumented evidence shall be obtained that the student has been
