Scope and Purpose When an immediate need for a part has been shown and insufficient time exists for preparation of a complete specification, a “skeleton“ document in the form of a DESC drawing is prepared.

8、DESC drawing requirements may be developed during Parts Control Board (PCB) meetings with input form each of the members requiring the drawing for purchase of parts. Drawings may also be generated when multiple application of the part is observed and no other action is planned in the near future. Dr

9、awings covering the parts in question are then prepared by DESC and presented to the PCB for review and approval. Once approved, the DESC prepared drawings are to be used by the contractor to procure parts, in lieu of each contractor preparing his own. DDL-103 provides a tabulation and cross referen

10、ce of DESC drawings and vendor similar part numbers, and provides guidelines and procedures for the initiation and preparation of such drawings. 2. Drawing Requirements DESC drawings shall be prepared on the basis of known system requirements or usage as determined by data and experience received by

11、 the Military Parts Control Advisory Group (MPCAG) at DESC. (a) Candidates proposed for coverage, as a minimum, shall meet one of the following criteria: (1) Use of device by two or more subcontractors within a major system or program. (2) Use in two or more system contracts. (3) A critical applicat

12、ion or procurement problem exists. (4) Significant technological advancement in device characteristics. (b) Acceptance of valid candidates shall also be based on one or more additional assessment factors: (1) The total quantity of that specific part needed for the system(s1 is of sufficient quantity

13、 to induce manufacturers to bid. I 1 i ! 14、tries Association. where a better or proven commercial part can replace another part(s) performing the same function. An example of such recommendation may be 2.1 Preparation Procedures The DESC drawing will normally be prepared by DESC-ELD. Military contractors participating in the MPCAG program ma

15、y either propose or prepare draft drawing in the proper format and submit to DESC for acceptance and processing. submitted items shall be agreed to upon submission to DESC. All submissions shall be coordinated through the assigned MPCAG program manager for the contract. A.completion date for the 2.2

16、 Drawing (effectivity and Duration) The DECC drawing will become inactive for new design when it is replaced by a military specification or other standardization documentation, such as a Commercial Item Description (CID). 2.3 Use of DESC Drawings It is intended that the DESC drawing be procured with

17、out waiver so as to reduce the chance of inferior parts. Only those waivers that will not affect the interchangeability of the part described by the applicable DESC drawing should be considered. 3. Configuration Management of DESC Drawings All proposed changes affecting form, fit or function to exis

18、ting DESC drawings will be coordinated with the affected military activities and industry users of the individual documents. 3.1 User of Record Industrial users shall inform DESC when a system application requires configuration management control. When notified, DESC will maintain a Record of Users

20、, new drawings and revisions to existing drawings are provided through the DESC drawing distribution list. 22、vailable both in ASCII and DBASE formats. Some DESC Drawings are available through the TBBS, and others will be added as they are revised under the proper format. The TBBS may be accessed using communication software by dialing (513)296-6046. Use of the TBBS is highly encouraged as it reduces paper
