5、ng its member countries on all matters relating to the art and science of lighting. Its membership consists of the National Cornmittees in 37 countries and one geographical area and of 10 individual members. The objectives of the CIE are : 1. To provide an international forum for the discussion of a

6、ll matters relating to the science, technology and art in the fields of ligM and lighting and for the interchange of information in these fields between countries. 2. To develop basic standards and procedures of metrology in the fields of light and lighting. 3. To provide guidance in the application

7、 of principles and procedures in the development of international and national standards in the fields of light and lighting. 4. To prepare and publish standards, reports and other publications concerned with all matters relating to the science. technology and art in the fields of light and lighting

8、. 5. To maintain liaison and technical interaction with other international organisations concerned with matters related to the science, technology, standardisation and art in the fields of light and lighting. The work of the CIE is carried on by seven Divisions each with about 20 Technical Committe

9、es. This work covers subjects ranging from fundamental matters to all types of lighting applications. The standards and technical reports developed by these international Divisions of the CIE are accepted throughout the world. A plenary session is held every four years at which the work of the Divis

10、ions and Technical Committees is reviewed, reported and plans are made for the future. The CIE is recognised as the authority on all aspects d IigM and lighting. As such it occupies an important position among international organisations. LA COMMISSION INTERNATIONALE DE LECLAIRAGE La Commission Inte

Die Arbeit der CIE w

The reports draw on current knowledge and experience within the specific field of light and lighting described, and are

43、 65 CIE 135/1 - 1999 Research Note Note: This report was prepared by J.J. Vos, the chairman of TCI-18 Disability Glare and T.J.T.P van den Berg. It contains a disability glare formula on the basis of Stiles-Holladay Formula with an extension of angular domain and an age-related effect in the formula

Although the committee was not in full approval of the report, Division 1 regarded it - after the revisions of the referees - as containing useful information for the further development of the disability glare formula and therefore it should be published in the CIE collection as a research note.

46、ITY GLARE SUMMARY On the basis of a preceding theoretical analysis of experimental data on disability glare published in CIE Collection (Vos and Van den Berg, 1997 14), resulting in a complete glare equation covering the full O“ to 100“ glare angle range, three simplified glare equations are present

47、ed, each of them defined for a more restricted glare angle domain. This ensemble of three equations together is recommended to define a CIE Standard Glare Observer; the most simple one, the Age Adapted Stiles-Holladay Equation, will Suff ice for most circumstances of daily practice.
