ExperienceoftheinspectionandtestingofcylinderswhichisspecifiedinthisEuropeanStandardisanimportant factorwhendeterminingwhetheracylindershouldber

22、eturnedintoservice.EN1803:2002(E) 5 1Scope ThisEuropeanStandardspecifiestherequirementsforperiodicinspectionandtestingofwelded,carbonsteel transportablegascylindersintendedforcompressedandliquefiedgasesunderpressure,ofwatercapacityfrom 0,5lupto150l. NOTEAsfaraspracticable,thisstandardmayalsobeapplie

Providedthecylinderhasbeensubjectedtonormalconditionsofuseandhasnotbeensubjectedtoabusiveand abnormalconditionsrenderingthecylinderunsafe,thereisnogeneralrequirementfortheusertoreturnagas cylinderbeforethecontentshavebeenusedeventhoughthetestinter

33、valmayhavelapsed.Howeveritis suggestedthatcylindersareretestedwithinaperiodnotexceedingtwicethetimeinterval. Inthecaseofcylindersusedforemergencypurposes(e.g.fireextinguishers,breathingapparatus),itisthe responsibilityofthepersoninpossession(owneroruser)tosubmititforaperiodicinspectionwithintheinter

34、val specifiedinannexBorasspecifiedintherelevantcylinderdesignstandard/regulation,ifthisisshorter. 4 Listofproceduresforperiodicinspectionandtest Theinspectionandtestshallbecarriedoutonlybycompetentpersonswhoshallensurethatthecylindersarefit forcontinuedsafeuse. NOTEAcompetentpersonisapersonwhohasthe

35、necessarytechnicalknowledge,experienceandauthoritytoassessand approvematerialsforusewithgasesandtodefineanyspecialconditionsofusethatarenecessary.Suchapersonwillalso normallybeformallyqualifiedinanappropriatetechnicaldiscipline. Eachcylindershallbesubmittedtoperiodicinspectionandtest.Thefollowingpro

36、ceduresformtherequirements forsuchinspectionandtest,andareexplainedmorefullyinlaterclauses: identificationofcylinderandpreparationforinspectionandtest(clause5); externalvisualinspection(clause6); inspectionofwelds(6.2); internalvisualinspection(clause7); supplementarytests(clause8); inspectionofcyli

WherecylindersaremanufacturedaccordingtoNationalRegulationsandareintendedtobequalifiedunderthe Transpor

38、tablepressureequipmentdirective(TPED)forfreemovementandusebetweenmemberstatesofthe EuropeanUnion,additionalrequirementsarespecifiedinannexA. Itisrecommendedthattheabovelistedtestsareperformedinthesuggestedsequence.Inparticulartheinternal visualexamination(clause7)shouldbecarriedoutbeforethepressuret

39、est(clause10).EN1803:2002(E) 7 Cylinderswhichfailtheinspectionortestsshallberejected(seeclause13).When,aftertheabovetests,doubts stillexistastotheextentofadefectortheconditionofacylinder,thenadditionaltestsmaybeperformedin accordancewithclause8,untilsuchdoubtsarepositivelyresolvedorthecylindershallb

40、erenderedunserviceable. SomecylindersrejectedduringperiodicinspectionandtestmayberecoveredinaccordancewithannexC. 5 Identificationofcylinderandpreparationforinspectionandtest Beforeanyworkiscarriedout,therelevantcylinderdata(e.g.seeEN10891)anditscontentsandownershipshall beidentified. Ifcontentsarei

41、dentifiedashydrogenorotherembrittlinggasesonlythosecylindersmanufacturedorqualifiedasa hydrogencylindershallbeusedforthatservice.Suchcylindersshallbecheckedthattheyarecompatiblewith hydrogenservicei.e.withrespecttothemaximumtensilestrengthandinternalsurfacecondition(e.g.cylinders stampmarkedaccordin

42、gtoEN10891arestamped“H“).Allothercylindersshallbewithdrawnfromhydrogen serviceandtheirsuitabilitycheckedfortheirnewintendedservice. Thecylindersshallbedepressurizedandemptiedinasafe,controlledmannerbeforeproceeding.Particular attentionshallbegiventocylinderscontainingflammable,oxidizingandtoxicgases

43、toeliminaterisksattheinternal inspectionstage. Cylinderswithincorrectmarkings,unknowngascontents,orthosewhichcannotbesafelyemptiedofgas,shallbe setasideforspecialhandling. CylinderswithinoperativeorblockedvalvesmaybetreatedasoutlinedinannexD.Providedtherequirements abovehavebeencompliedwith,andthecylinderhasbeendepressurizedsafely,thevalveshallberemoved. 6 Externalvisualinspection 6.1Preparationforexternalvisualinspection Eachcylindershallbecleanedandhaveallloosecoatings,corrosionproducts,tar,oilorotherforeignmatter removedfromitsexternalsurfacebyasuitabl
