8、Foreword (This Foreword is not part of American National Standard ANSI/ISEA 207 -2011) ANSI/ISEA 207-2011 represents the second iteration of the consensus industry standard on high-visibility public safety vests. The document was first published in 2006 and developed with the understanding that comp
9、eting hazards exist for public safety employees who also need to be seen by vehicle operators. The need for such a document to address visibility as a hazard was identified by the National Traffic Incident Management Coalition (NTIMC), whose members represent the public safety industry and with whom
10、 ISEA worked closely to ensure that features important to the public safety sector are established. The 2009 revision to the Manual on Uniform Traffic Control Devices (MUTCD) mandated that workers in any roadway right-of-way wear high-visibility apparel, and allowed emergency/incident response and l
11、aw enforcement personnel in traffic control areas to wear ANSI/ISEA 207 compliant vests in lieu of garments compliant with and labeled to ANSI/ISEA 107, American National Standard for High-Visibility Safety Apparel and Headwear. This new edition of ANSI/ISEA 207 includes clarification and improvemen
12、ts related to designs incorporating identification panels, logos and lettering, which are important to the public service community. The revised standard also provides useful service life guidelines for high-visibility garments by incorporating those that have been established by the Federal Highway
13、 Administration. This revision was prepared by members of the High Visibility Products Group of the International Safety Equipment Association (ISEA). 17、and Knitted Fabrics Except Wool 7.4 Mechanical Properties of Background Materials 7.4.1 Bursting Strength of Knitted Materials and other Nonwoven Constructions The minimum bursting strength shall be 267 N (60 lb). Bursting strength shall be tested in accordance with ASTM D3787-07, Standard Test Meth
18、od for Bursting Strength of Knitted Goods - Constant-Rate-of-Traverse (CRT) Ball Burst Test, using sample specimens of 30 mm (1.18 in.) diameter. 7.4.2 Tear Resistance of Woven Materials (Uncoated, Coated or Laminate) Background materials for high-visibility safety apparel shall be tested in accorda
19、nce with ASTM D1424-09, Standard Test Method for Tearing Strength of Fabrics by Falling-Pendulum Type (Elmendorf) Apparatus at a minimum requirement of 13 N (1326 gf; 2.92 lbf) in both directions. 8. Photometric and Physical Performance Requirements for Retroreflective Materials 8.1 Retroreflective
20、Performance Requirements Prior to Test Exposure Retroreflective materials shall comply with the requirements of Table 4, as applicable, before test exposures. Measurements shall be made by the method described in Section 9.3. When measured at the two rotation angles 1 = 0 and 2= 90, retroreflective
21、material shall comply with the minimum requirements for the coefficient of retroreflection stated in Table 4 at one of the two rotation angles; and shall be not less than 75% of the values stated in Table 4, at the other rotation angle. The values for retroreflective material are for any color. Tabl

23、d in accordance with Section 8.1 shall be exposed as specified in Table 5. After exposure each test specimen shall meet the following photometric requirements: ANSI/ISEA 207-2011 Page 7 The coefficient of retroreflection RA, measured at observation angle 12 and entrance angle 5, shall exceed 100 cd/
24、(lx m2) at one of the two orientations described in Section 9.3 and shall be not less than 75 cd/(lx m2) at the other orientation. Table 5.
