7、ction It is essential that products defined by European aerospace series standards (EN) conform with the requirements of these standards, and that the quality of the products be consistently maintained. To this effect, a qualification system, AECMA-CERT, for manufacturer and product is implemented.

8、It is based upon: - the approval of the manufacturers quality system, as defined in this standard, - the qualification of the standard product if required by the EN standards, as defined in EN 3042. 1 Scope and field of application This standards prescribes the requirements and the procedure for app

9、roving the quality system implemented by the manufacturer, for manufacturing EN aerospace products. It also provides instructions for verifying that this approved system is maintained. 11、ts Those parts, materials and processes which comply with the relevant EN aerospace standards. 3.2 Manufacturer Company or organization manufacturing EN aerospace products. 3.3 User Body which uses EN aerospace products and is fully responsible for their quality. 3.4 Mandated body Body designated by

12、 AECMA-CERT and tasked with assessing the manufacturers quality system against the requirements of IS0 9002. 15、icy 2) The overall quality intentions and direction of an organization as regards quality, as formally expressed by executive management. 3.9 Approval of a manufacturers quality system Act by which AECMA-CERT recognizes that the manufacturer has implemented a quality system complying with IS0 9002 f

16、or the continuous production of EN aerospace products. 3.10 Product qualification Act by which it is demonstrated that a product complies with the requirements of the EN standard defining it. 3.1 i Approval certificate A serialized document in which AECMA-CERT certifies that the manufacturers qualit

17、y system complies with IS0 9002. 4 Requirements The quality system of the manufacturer shall meet the requirements of IS0 9002. 5 Procedu res 5.1 The manufacturer wishing to be approved shall write to AECMA-CERT, and specify: - the description of the products he wishes to manufacture and the referen

20、ocument; - the list of approvals or qualifications already granted, and, if any, information about the results of evaluations already performed. 5.2 evaluation to the mandated body, together with any relevant information. After examination of the information specified in 5.1, AECMA-CERT shall send a

21、 request for 5.3 manufacturer and to AECMA-CERT. After having carried out the evaluation, the mandated body shall write a report, and forward it to the This report shall include at least: - a judgement on the quality system: strong and weak points, deviations from IS0 9002; - a judgement on the orga

22、nization and manpower, and on the facilities implemented for the intended manufacture of the products. The mandated body shall also prepare a recommendation for: - approval or rejection of the quality system, - required corrective actions. This shall be distributed to AECMA-CERT only. 5.4 After cons

23、ideration of this report, AECMA-CERT shall decide whether or not to grant the manufacturer the approval certificate for his quality system, specifying each of the places of manufacture, and the family of products it refers to. The user shall appreciate whether the organization which granted approval

24、 and the rules to which they conformed, as well as the evidence produced by the manufacturer, are satisfactory to him, taking into account his contractual committments andlor his legal obligations. If this is not satisfactory to him, the user may conduct or have conducted on his behalf, a complement

25、ary evaluation. 5.5 In case of dispute, appeal can be made to the AECMA-CERT appeal committee. 5.6 CERT may be performed in the following cases: The approval is valid for a maximum of 3 years. During this period, audits initiated by AECMA- - if corrective actions where imperatively requested during

26、a previous audit, with deadlines for application; - complaints by users; - at random, to demonstrate conformity of the manufacturers quality system. In due time before the end of this validity period, AECMA-CERT shall perform, via a mandated body, an audit of the manufacturers quality system, to asc

27、ertain that the previous conditions were at least maintained, and to consider the effect of possible evolutions. Users of EN aerospace products shall report to AECMA-CERT any failure or problem relative to th

29、e 5.8 The manufacturer shall inform AECMA-CERT of any proposed change with dates in his quality system which might affect the granted approval, and of any evolutions in the company situation (merger, take-over, winging-up .) AECMA-CERT shall examine in each case the arrangements to be taken. 5.9 req

All information provited to AECMA-CERT shall be treated in accordance with the confidentiality 5.1 O body accepted by a professional aerospace organization (AECMA, AIA, SAE, etc.). The assessment/approval of the quality system of manufacturers can also be done by a certifica

31、tion This acceptance is based on the capability of the certification body to perform audits according to the standard mentioned in this standard with certificated auditors which are registered in the field of aerospace industries. 6 List of approved manufacturers See TR 3040-1.
