There are many self-study courses and recordings available, and they may have value, but they clearly are not cor
5、respondence or distance education courses. Some institutions offer combination courses that provide training-in-residence for students who complete their distance education lessons. In-service or on-the-job training is required or provided with other courses and is a feature of many vocational dista
6、nce education programs. 3. Quality distance education institutions screen prospective students to assure that only those who can benefit from the courses are enrolled. While there are educational prerequisites for some academic subjects, interest and aptitude are the primary factors leading to succe
7、ss in most distance education courses. Because they provide alternative educational opportunities, distance education institutions try not to deny a prospective student the opportunity to succeed in a course interest and experience are good indicators of future success. 4. Distance education courses
8、 vary greatly in scope, level, and length. Some have few lessons and require only weeks to complete, while others have a hundred or more assignments requiring three or four years of conscientious study. Also, a wide variety of subjects is offered. Subjects include yacht design, accounting, medical t
9、ranscription, nutrition, robotics, travel agent training, gun repair, gem identification, computer programming, catering and cooking, and earning an entire high school diploma, just to name a few. 5. There is an increasing recognition of “distance education“ and many colleges offer credit for their
10、distance learning courses or accept some distance education credits of resident students working toward a degree. In fact, many distance education institutions award their own academic degrees. Acceptance of students and awarding of academic credit is the prerogative of the receiving academic instit

And the terrorist attacks are likely to make the problem worse, although the International Monetary Fund(IMF)says it is too early to assess
18、 the full economic consequences. Kennety Rogoff, the IMFs chief economist, said that a US recession was now more likely. “Whether it will be a bit above zero or below zero . a trough in US growth is very likely,“ Mr. Rogoff said. However, he added that “I think there is every cause for a v-shaped re
19、bound next year.“ Later, he withdrew his initial statement that a US recession was a “done deal“, saying no one could tell if growth would turn negative. 2. The IMFs world economic forecast was due to be published at the Funds annual meeting, but that meeting was cancelled amid security concerns in
20、Washington. However, the new forecast makes it clear that the US is at the center of the world economic slowdown. It says it is too early to quantify the indirect impact of the terrorist attacks, but it says that it is likely to delay any recovery for some time. However, the IMF said that the prompt
21、 response of the US authorities may have prevented a deeper downturn, with further tax cuts and interest rate cuts in the pipeline. 3. The IMF was already projecting that the US economy would slow to a growth rate of 1.3% this year, compared to 4.1% in 2000, before recovering to 2.2% in 2002. The IM
22、F makes it clear that the initial slowdown in the US was due to a sharp drop in business investment, with a collapse of software and computer hardware purchases and a rundown of business inventories. It points out that consumer spending had remained “relatively robust“ while construction had actuall
23、y expanded. It is this element that is now threatened, with confidence and consumer spending at risk. And, the IMF warns, the stock market falls could hurt the willingness of consumes to spend. 4. But the IMF says that the measures already taken, including the extra $40 billion in economic aid and t
24、he 0.5% rate cut last week, “should support activity in the period ahead, allowing demand to recover modestly by the end of the year“.
