4、ir-insulated substations are covered.This guide investigates the methods, practices, and requirements of both users and suppliers in or-der to promogate a systematic and coordinated approach for development of specifications for turn-key substation projects.Keywords: substations, turnkey substations

When a document is more than ve years old and has not been reafrmed, it is rea-sonable to conclude that its contents, a

Users are cautioned to check to determine that they have the latest edition of any IEEE Standard.Comments for revision of IEEE Standards are welcome from any interested party, regardless of membershipafliation with IEEE. 10、uggestions for changes in documents should be in the form of a proposed change oftext, together with appropriate supporting comments.Interpretations: Occasionally questions may arise regarding the meaning of portions of standards as theyrelate to specic applications. When the need for interpretation
11、s is brought to the attention of IEEE, theInstitute will initiate action to prepare appropriate responses. Since IEEE Standards represent a consensus ofall concerned interests, it is important to ensure that any interpretation has also received the concurrence of abalance of interests. For this reas

17、ntroduction(This introduction is not part of IEEE Std 1267-1999, IEEE Guide for Development of Specication for Turnkey Substa-tion Projects.)This guide is issued to aid users in developing and preparing specications for air-insulated turnkey substa-tion projects; its intent is advisory. The guide co
18、vers parameters to be supplied by the Purchaser or the Pur-chasers engineer so that a substation project can be engineered, designed, specied, fabricated,manufactured, furnished, installed, tested, commissioned, and warranted by a turnkey Contractor. Permitsand site preparation requirements shall be
19、 mutually agreed to by the Purchaser and the Contractor. Nor-mally, services for initial development of the project and permitting shall be part of the turnkey services pro-vided by the Contractor.The signicance of the word turnkeyis to be understood to be inclusive of all initial development, engin
20、eer-ing, procurement, construction, and commissioning. It also requires that the Contractor provides a single,integral system warranty and incorporates project and scope risk.Nothing in this guide shall prevent the Purchaser from providing additional requirements and oversight forthe Contractor or t
21、he Contractors work. Such involvement and the degree should be spelled out in the spec-ication.Proposal data, noted in 3.4, which shall be completed by each bidding turnkey Contractor, are provided inorder to elicit uniform responses and to facilitate technical proposal evaluation.ParticipantsThe Wo
