2、 caused significant rework and delays during the Constellation Program. In future programs, flight hardware should be developed before ground systems. Description of Driving Event: During the Constellation program, ground systems and flight hardware were developed in parallel because of restrictions

3、 in the program schedule and budget. Because the Constellation systems (Mission Systems, Orion, Ares, Ground Systems, EVA, etc.) were all in different stages of development at any point, maturing requirements were developed out of sequence, causing significant rework and delays. Lesson(s) Learned: D

4、eveloping ground systems and flight hardware in parallel, rather than in the appropriate sequence, caused significant rework and delays during the Constellation Program. Recommendation(s): Develop flight hardware before ground systems, not in parallel. Conduct milestone reviews to synchronize the de

5、velopment of the flight hardware and ground systems. In addition, consider scheduling any given flight system development milestone (such as a system requirements review SRR, preliminary design review PDR, or critical design review CDR) so that it precedes the corresponding ground system (GS) develo

6、pment milestone. Do not allow construction of any GS equipment to begin before the CDR for the external interfacing system has been completed.
