2、e distribution policies and export control approval processes changed. The situation was made more difficult because each agreement had to be negotiated through multiple NASA organizations that experienced a significant turnover in personnel. Thus, there seemed to be an insufficient amount of corpor

3、ate knowledge regarding these complicated processes. Many of the Projects resources were spent to address these issues with less than complete satisfactory results. In addition, the goals for technology transfer often changed as the technology matured and was proven successful.Lesson(s) Learned: Tec

4、hnology transfer is a complex and multi-faceted function made exceptionally difficult when working over an extended period with multiple partners and stakeholders, including NASA, other government agencies, private industry and academia. Undertaking technology transfer in this environment without de

5、dicated expertise in law, contract negotiation, export control, and technology application can result in delays, restrictions, excessive resource drains, and the inability to effect technology transfer to the desired extent. To minimize the resource drain and cost of acquiring this type of expertise

6、, it may be possible to use non-profit brokering organizations. Regardless of the mechanism, plans for technology transfer should be made during the technology development planning phases.Recommendation(s): Plans for technology transfer should be made during the technology development planning phase
