MontagueSubject: Total Program Statement of Work (SOW) Process Description of Driving Event: Since the award of the Basic Space Station

2、Contract numerous changes have been authorized, but there was no consistent, established method of authorizing and notifying the other Space Station locations of their respective changes. The result was that each sites assigned work, when added together, did not equal the total work required by the

3、program at any particular point in time.Root cause: a process was never defined (or effectively implemented) to reconcile the work of the decentralized work sites with the entire program. Lesson(s) Learned: Initial and revised program requirements (including the statement of work and work breakdown

4、structure) must be effectively communicated and reconciled at all levels of any given program Recommendation(s): A formal process was started to balance and reconcile work from the Total Program level. Once this reconciliation is complete, assigned work will have been defined and agreed to by all si

5、tes. The process is for Total Program to develop the Statement of Work each month based on authorized work and forward it to the sites. The sites then perform reconciliation to what the total program SOW represents for their respective site. Any differences are discussed and a settlement is reached

6、promptly. Several long-standing issues still exist at the time this lessons learned was prepared but efforts are continuing to ensure that all sites reconcile each month.
