2、improvement observations/recommendations were made following the Geostationary Operational Environmental Satellite (GOES) Advance Baseline Imager (ABI) Formulation Phase Source Evaluation Board Proposal review process. The lessons learned recommendations (2) were formulated through direct GOES ABI S
3、EB experience. These recommendations (lessons learned format) are aimed at minimizing biases and facilitating a more uniform and equitable approach within the proposal review process.Lesson(s) Learned: The potential for inherent (and understandable) biases within the SEB Proposal Review process to i
4、nfluence this process is well known . These biases are tied to individual experiences with varying contractors, programs, hardware, biases established due to the iterative nature of proposal development and evaluation, past proposal review experience, etc. In order to better control the influences o
5、f these biases and provide a uniform and equitable review of the submitted proposals the SEB team should consider the following recommendations prior to commencing with the applicable activities.Recommendation(s): 1. Upon receipt of the proposals, scan through them and start the evaluation process w
6、ith what you think will be a nominal proposal, rather than starting with the best or worst, or arbitrarily doing them alphabetically or some other order. Beginning with a nominal one will calibrate the team, encourage everyone to fairly look for strengths (which seems to be a harder concept for peop
