15、e means for arresting falls, by workers operating at height require employers to take suitable and sufficient measures to prevent any person falling and to minimize the height and consequences of any fall occurring despite any such measures. Where a potential fall cannot be eliminated, collective fa

16、ll arrest systems may be considered as an alternative to providing personal protective equipment by virtue of reducing the free fall height and providing a suitable landing surface. In all cases, employers are required to ensure that work at height, including emergencies and rescue, is subject to a

17、risk assessment, properly planned by a competent person, appropriately supervised and carried out in a safe manner. 1 Scope This Publicly Available Specification (PAS) specifies requirements for filled collective fall arrest systems used to absorb kinetic energy of a falling person from a height not

18、 exceeding 2 m above the impact surface. NOTE Filled collective fall arrest systems covered by the scope of this PAS are principally for use inside a building during construction, where the cushioning mats will be enclosed by walls or partitions, or externally, where the cushioning mats will be rest

19、rained by other means. It includes a test method for dynamic performance and requirements for design, construction, instructions for use and maintenance, warning labels, quality control and conformity marking. It does not include installation requirements. This PAS is applicable to filled collective

20、 fall arrest systems intended for installation on a firm surface and not suspended. This PAS is not applicable to personal protective equipment against falls from a height. This PAS is not applicable to containment of falling debris. 2 Normative references The following referenced documents are indi

24、with packaging medium designed to dissipate the kinetic energy of a falling person 3.2 impact attenuation property of a filled collective fall arrest system that dissipates the kinetic energy of an impact by localised deformation or displacement such that acceleration is reduced 3.3 free fall height

26、 component can be ignited so as to flame or progressively smoulder 4 Requirements 4.1 Designation A filled collective fall arrest system shall be designated by the intended maximum free fall height and whether non-ignitability of the system is claimed, in accordance with 4.10. 4.2 Design 4.2.1 Fille

27、d cushioning mats shall be modular in design and capable of interconnecting to form a complete collective fall arrest system. 4.2.2 A means of securely attaching and uncoupling individual cushioning mats to and from each other shall be provided. 4.2.3 Where designed for external use, collective fall

28、 arrest systems shall be provided with a means of secure attachment to a structure. NOTE Means of attachment should be of sufficient strength and stability for the purpose of safely supporting cushioning mats and any person who is liable to fall, and restraining the fall arrest system when exposed t

29、o normal climatic conditions. 4.3 Construction The construction shall be free from sharp edges and projections likely to cause injury during use. NOTE Seam welding or stitching should be of equivalent strength to the cushioning mat material. 4.4 Dynamic performance When tested in accordance with Ann

30、ex A, the measured deceleration shall not exceed 14 g and there shall be no visible sign of tearing or damage to any seam or stitching used in the construction of the cushioning mat. 4.5 Environmental performance 4.5.1 Corrosion resistance Metallic components shall be resistant to corrosion such tha

31、t, following immersion in salt spray in accordance with BS 7479 for 168 h at (35 5) C and then drying for 24 h, the components shall exhibit no base metal corrosion. 4.5.2 Weather resistance When safety-critical plastics components are exposed to UV light in accordance with BS EN ISO 4892-3 there sh

32、all be no visible sign of loss of integrity. The exposure chamber shall be fitted with UV-A 340 fluorescent tubes operating continuously for 500 h at a black-standard temperature of (50 5) C giving a cycle of 8 h UV exposure and 4 h condensation darkness. 4.6 Ignitability 4.6.1 When a product is cla

33、imed to be non-ignitable it shall meet requirements 4.6.2 to 4.6.4. 4.6.2 When tested in accordance with BS 5852, Section 5, smouldering cigarette test, there shall be no visible evidence of flaming or progressive smouldering after 60 min. 4.6.3 When tested in accordance with BS 5852, Section 5, but

34、ane flame test, there shall be no visible evidence of flaming or progressive smouldering. 4.6.4 When tested in accordance with BS 5852, Section 5, wood crib test, using crib type 5 there shall be no visible evidence of flaming or progressive smouldering after 60 min. 36、tion including appropriate sizing for different applications; c) limitations including terrain on which the product should not be used. 4.7.2 Instructions for installation, operation and maintenance containing at least the following items a) to l) and written in the language of the country of sale s

37、hall be supplied with every product: a) instructions containing appropriate detail, supplemented by diagrams, to enable the user to correctly install the filled collective fall arrest system, securely connect the cushioning mats and thoroughly check for voids between cushioning mats; b) an instructi

38、on that the system should be installed by trained personnel; c) instructions that, immediately before installation, the user should make a visual inspection of the components of the system and discard any damaged cushioning mats see j); d) advice on appropriate installation locations; e) advice on p

39、rotection during transportation; f) advice on storage procedures; g) advice on safe transportation, lifting and installation and removal procedures; h) advice that methods of rescue in the event of a fall should be stated; i) information on possible failure mechanisms and advice on safety precaution

40、s to be taken whilst the system is in place; j) instruction that on failure of or damage to a cushioning mat it must be disposed of, and advice on disposal/recycling; k) instruction that after arresting a fall of a person or other significant impact the affected cushioning mats should be taken out o

41、f service and replaced in the system and the manufacturer should be informed; l) information on the long-term durability and design life of the product. 4.8 Warning labels 4.8.1 Each cushioning mat shall bear a securely attached label containing the following text in black 14-point print font: “WARN

42、ING: For installation by certified, trained personnel only.” “WARNING: The manufacturers instructions must be read, understood and followed in the installation of this product.” “WARNING: Age and fitness seriously affects a persons ability to withstand the effects of a fall.” “WARNING: Check expiry

43、date before installation.” NOTE It is recommended that warning labels are printed on a yellow coloured background. 4.8.2 Where the cushioning mat relies on correct orientation for its impact attenuation performance, one of the following signs in 4.8.2.1 or 4.8.2.2 shall be used. 4.8.2.1 The followin

NOTE It is recommended that the quality management system is operated in accordance with BS EN ISO 90

46、01. 4.10 Conformity marking Filled collective fall arrest systems shall be clearly, indelibly and permanently marked, by any suitable method not having a harmful effect on the materials, with the following information: 1) 1) Marking PAS 59 on or in relation to a product represents a manufacturers de

47、claration of conformity, i.e. a claim by or on behalf of the manufacturer that the product meets the requirements of the specification. The accuracy of the claim is therefore solely the responsibility of the person making the claim. Such a declaration is not to be confused with third party certifica

48、tion of conformity, which may also be desirable. a) the number and date of this Publicly Available Specification, i.e. PAS 59:2003; 1) b) the name or trademark of the manufacturer or their appointed agent; c) nominal size (length breadth) and depth of cushioning mat in metres; d) weight of cushionin

49、g mat in kilograms; e) the designated maximum free fall height in metres e.g. 2 m; f) a symbol to denote non-ignitability, where claimed; g) month and last two digits of the year of manufacture, e.g. 01/03 for January 2003; h) a pictogram to indicate that users should read the information supplied by the manufacturer (see Figure 1); i) where authorized, the product conformity mark of a third party certification body e.g. the BSI Kitemark .
