9、ntly tested and that the manufacturers production controls are in accordance with stated requirements. Product certification. Users of this PAS are advised to consider the desirability of third-party certification of products conforming to this PAS. This specification is not intended to restrict new
10、 developments in design and materials. NOTE 2 The PAS process enables a specification to be rapidly developed in order to fulfil an immediate need in industry. A PAS may be considered for further development as a British Standard, or constitute part of the UK input into the development of a European
11、 or International Standard. This PAS has been prepared and published by BSI, which retains its ownership and copyright. 15、e means for arresting falls, by workers operating at height require employers to take suitable and sufficient measures to prevent any person falling and to minimize the height and consequences of any fall occurring despite any such measures. Where a potential fall cannot be eliminated, collective fa
16、ll arrest systems may be considered as an alternative to providing personal protective equipment by virtue of reducing the free fall height and providing a suitable landing surface. In all cases, employers are required to ensure that work at height, including emergencies and rescue, is subject to a
17、risk assessment, properly planned by a competent person, appropriately supervised and carried out in a safe manner. 1 Scope This Publicly Available Specification (PAS) specifies requirements for filled collective fall arrest systems used to absorb kinetic energy of a falling person from a height not
18、 exceeding 2 m above the impact surface. NOTE Filled collective fall arrest systems covered by the scope of this PAS are principally for use inside a building during construction, where the cushioning mats will be enclosed by walls or partitions, or externally, where the cushioning mats will be rest
19、rained by other means. It includes a test method for dynamic performance and requirements for design, construction, instructions for use and maintenance, warning labels, quality control and conformity marking. It does not include installation requirements. This PAS is applicable to filled collective
20、 fall arrest systems intended for installation on a firm surface and not suspended. This PAS is not applicable to personal protective equipment against falls from a height. This PAS is not applicable to containment of falling debris. 2 Normative references The following referenced documents are indi

24、with packaging medium designed to dissipate the kinetic energy of a falling person 3.2 impact attenuation property of a filled collective fall arrest system that dissipates the kinetic energy of an impact by localised deformation or displacement such that acceleration is reduced 3.3 free fall height
